1. Project Background

Sustainability and Fiduciary Solutions Department (SFD) contributes to AIIB’s commitment to sustainable development through the implementation of its sustainability and fiduciary governance policies in Projects that it finances. The FM Team is a part of SFD, the team is client-facing with FM Specialists/Consultants being part of the Project Team responsible for due diligence assessments during Project preparation and implementation. FM Specialists/Consultants work closely with the Project Team providing FM support for AIIB financed Operations. Considering the growing workload, the FM team requests to hire a consultant to support the team on FM operations, portfolio management and system development, including but not limited to legal covenants monitoring, FM compliance data system maintenance, and input to FM due diligence and implementation review under the FM Specialists’ guidance, FM portfolio dashboard maintenance, AI tools development and testing, etc.

2. Objectives of the Assignment

AIIB is looking for a Financial Management Consultant (FMC) to carry out financial management (FM) tasks and responsibilities related to AIIB Financing Operations.

3. Scope of Services

• Provide FM support to project teams on project preparation and appraisal, including assessment of the adequacy of the project entities' project financial management capacity and arrangements, including but not limited to staffing, planning and budgeting, internal controls, funds flow, accounting and financial reporting and auditing. • Support the FM team and participate in project supervision missions as needed to support in monitoring the adequateness of the FM arrangements and review and resolve FM related issues • Assess the selection and engagement of auditors, ensuring suitability including their independence, and competence to perform; and ensure the borrower/Project Implementation agencies provides auditors with all relevant information to carry out their engagement. • Review audited and unaudited financial statements received, monitor borrower's compliance with financial covenants and provide advice to project teams, management, and borrower as appropriate. • Work on operational system team (e.g. IMIS and ACP) and maintain comprehensive FM compliance databases, generate regular compliance reports, and analyze data to identify the FM issues. • Support the team on AI tools development and testing for FM related functions. • Support the FM Team and Borrowers to strengthen compliance practices and participate in capacity-building initiatives. • Support the FM team in the research work of Public Financial Management areas and portfolio related matters.

4. Consultancy Output / Deliverables

Liaison support to the project FM Specialist. Input to Mission AM, preparation of assessment report and implementation report, other FM or disbursement related assist to the Project team. Establish and manage a detailed, up-to-date database for audit reports and IUFRs, tracking report receipts and ensuring compliance with legal covenants. Maintain a structured repository on the shared drive for all legal covenants, audit reports, IUFRs, and FM-related documents to ensure easy access and reference. Maintain and update master files and monthly compliance reports for the Project portfolio. Conduct data analysis on audit performance and provide data and insights for QMR, Semi-Annual and Annual Project Portfolio Reports, as well as other reporting requirements from FM specialists. Input to IUFR and audit reports review memo under FM Specialists’ guidance. Input to FM assessment reports and implementation review reports under FM Specialists’ guidance.

5. Implementation Arrangement

The consultant will be working from HQ to support the FM team in monitoring FM related legal covenant (IUFR and audit compliance), assist in reviewing audit and financial compliance and other required input to the FM team based in HQ, Beijing, assisting FM team to do necessary research and analysis work.

6. Support to the Consultant by the Bank

All necessary information and logistic arrangements for working in office and travelling if any.

7. Knowledge Transfer and Training

The consultant will be required to conduct training sessions on audit compliance for the Borrower/Implementing Agencies when needed.

Qualification Requirement

Relevant educational background in Public Administration, Public Financial Management, Accounting, Finance, Audit, or similar. At least 3 years’ working experience with MDB financed operations. Minimum 5 years’ experience in audit and financial reporting. Necessary knowledge and experience in application of International Financial Reporting Standards (IFRS), International Public Sector Accounting Standards (IPSAS), International Standards on Auditing (IAS), or International Standards of Supreme Audit Institution (ISSAI). Demonstrable analytical, organizational, and data management skills, with strong attention to detail, accuracy, and problem-solving abilities in managing compliance data. Either professional (e.g. CPA) or academic qualifications (Bachelor or higher degree) in accounting, auditing, finance, financial management or related academic fields. Proficient oral and written communication skills in English, Chinese communication ability is an asset.
