UNICEF Liberia is seeking to hire an experienced and qualified individual to support coordination and development of the "Back To My Classroom Campaign" (BTMC). More specifically, will support development of key BTMC documents and tools, including a costed joint operational workplan, a comprehensive communication strategy with advocacy and social mobilization messages, and a digitalized, interoperable monitoring system; (2) strengthen high-level advocacy to keep the rights of out-of-school children on the national agenda, secure ministerial and presidential commitment, and operationalize coordination mechanisms such as a National Steering Committee; and (3) support BTMC campaign implementation by identifying success factors, addressing bottlenecks, enhancing partner mobilization and coordination, building capacity for intersectoral approaches, reinforcing decentralized implementation, and improving monitoring and reporting on progress. Minimum requirements:
Education:
- Advanced Degree (Master’s or higher) in Education, Public Policy, Development Studies, Social Sciences, or related fields.
- Specialization in Education Systems Strengthening, Policy Development, or Intersectoral Coordination is highly desirable.
Work Experience:
- Minimum 5 years of progressive leadership experience in government, education sector reform, or large-scale social development programs.
- Proven track record in high-level policy engagement, including influencing ministerial and presidential decision-making.
- Demonstrated experience in designing and implementing multi-sectoral initiatives (e.g., education, health, child protection).
- Familiarity with UNICEF-supported campaigns or similar donor-funded education initiatives is an asset.
Other skills and competencies required:
- Strategic Leadership & Influencing: Ability to engage senior government officials and development partners to secure commitments and drive implementation.
- Organizational & Problem-Solving Skills: Expertise in coordinating complex, multi-stakeholder processes and resolving bottlenecks.
- Technical Writing & Communication: Strong capacity to produce high-quality policy documents, advocacy briefs, and reports.
- ICT Proficiency: Skilled in using digital tools for planning, monitoring, and reporting (e.g., dashboards, data visualization platforms).
- Advocacy & Partnership Development: Ability to mobilize partners and maintain high-level visibility for the campaign.
- Capacity Building: Experience in strengthening institutional systems and decentralized implementation structures.
- Personal Attributes:
- High integrity and credibility with government and development partners.
- Strong interpersonal skills and ability to work in politically sensitive environments.
- Results-oriented with a focus on accountability and measurable impact
Language Proficiency:
- Fluency in English required. Knowledge of another UN language (Arabic) or local language an asset.

VI. Working Conditions:
- Office Based
- The consultant is expected to use his/her own ICT equipment.
VII. Supervision:
The consultant will be supervised by the Chief of Education in collaboration with the Assistant Minister of Education who is the Focal Point for the Back To My Classroom Campaign.
VIII. Technical and Financial Proposals:
