Under the supervision and guidance of the Programme Budget Officer NOB, the Programme Associate (Budget) GS-6 contributes to the Country Office by carrying out a range of support functions to help develop, implement and monitor the budget elements of the country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations. The Programme Associate (Budget) works in close collaboration with a range of staff in the CO and counterparts in support of budget formulation, monitoring and implementation. S/He provides regular feedback on the status of assigned activities through monitoring milestones and advises on improvements to keep activities on track.
How can you make a difference?
The Programme Associate (Budget) GS-6 will be supporting with the following tasks within the guidance of the Programme Budget Officer NOB:
- Supports in researching and compiling qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.
- Carry out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and making amendments and alterations as per section revisions when necessary.
- Uploads cost distributions clarifying shortfalls necessary to payroll processing on a monthly basis.
- Supports in Compiling and analyzes reports on staff costs and staff costs gaps. Performs quality checks on the information and reports received from all sections related to payroll.
- Retrieves and compiles reports needed for monthly and recurrent meetings in addition to minuting action points and follows up on these action points
- Supports in the preparation of periodic and ad-hoc financial reports requested by the donors.
- Regularly monitoring budgets and financial expenditures of section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.
- Supports on ad-hoc basis in conducting regular spot checks of partner’s projects to assess their financial record-keeping, expenditure controls and reporting systems.
- Supports on ad-hoc basis the Programme Review Committee secretariat and in preparing and following up in Direct Cash transfers.

Minimum requirements:

Education: Completion of secondary education is required. Professional and/or university courses related to the field of work are highly desirable.
- A bachelor’s degree from a recognized academic institution in Finance, Business, or other relevant disciplines may be considered as equivalent to three years of related professional experience.
- A master’s degree may be considered as equivalent to an additional two years of related professional experience.
- Work Experience: A minimum of six years of experience in office administration combined with budget support administration is required.

- Strong organizational, planning and prioritizing skills and abilities.
- High sense of confidentiality, initiative and good judgment.

- Ability to effectively manage the section’s material resources and monitor its budget.
- Good analytical skills.
- Experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint.
- Language Requirements: Fluency in English and Arabic is required. Knowledge of French is an asset.
