Objective:

UNICEF, in partnership with the Ministry of Health and Population (MoHP), aims to strengthen responsive, data- driven systems that:

  • Enhance positive behaviors and parenting practices by providing families with timely, reliable, and gender-sensitive health information.
  • Improve access to essential health services for all communities, including vulnerable and displaced populations.
  • Empower women and girls as community health champions, promoting gender equality and inclusive engagement.

Through this consultancy, the ASK Health platform will serve as an integrated tool for social and behavioral change, enhancing UNICEF and MoHP’s capacity to deliver equitable, high-quality health services and information to families across Egypt. Methodology:

The selected consultant will be embedded within the Ministry of Health and Population (MoHP) team, under the supervision of the Assistant Minister for Institutional Development, to support the operationalization and impact of the ASK Health platform. The consultancy will deliver results across four thematic pillars, integrating digital innovation, community engagement, and evidence-based social and behavior change (SBC) strategies.

1.  ASK Health Platform Development

    • Collaborate with MoHP Media and IT teams to finalize platform vision, content structure, and technical architecture.
    • Design interactive user engagement mechanisms and feedback channels to ensure two-way communication with communities.
    • Support the launch of voice-recorded parenting and child healthcare messages.
    • Develop and operationalize a WhatsApp/Telegram chatbot delivering credible guidance from MoHP specialists.

2.  Risk Communication and Community Engagement (RCCE)

    • Supervise online and field-based family support groups across multiple governorates, linking them to the ASK Health platform.
    • Facilitate call center activation for displaced and vulnerable populations, ensuring integration with platform services.
    • Expand social listening activities to monitor misinformation, track emerging concerns, and identify community needs.
    • Develop training materials and conduct capacity-building sessions for MoHP staff and community volunteers to strengthen SBC delivery.

3.  Social Media and Digital Campaign Management

    • Plan and implement five major digital campaigns and three short-term mini-campaigns aligned with national and global health observances.
    • Manage daily content posting, engagement, and moderation on MoHP social media channels, fully aligned with UNICEF SBC approaches.
    • Develop integrated content plans, including key messages, audience segmentation, and creative strategies.
    • Create an SBC-based taxonomy to support social media listening, reporting, and insight generation.
    • Coordinate with relevant MoHP departments, including Media, Preventive, Maternal & Child Health, and Population & Family Planning.

4.  Reporting, Coordination, and Capacity Building

    • Produce monthly progress and social listening reports to inform decision-making and optimize platform use.
    • Conduct two capacity-building workshops for MoHP media staff on digital communication, crisisresponse, and social listening.
    • Develop a Digital Communication Guideline Manual covering tone of voice, visual identity, message design, and content types.
    • Provide on-call technical support for urgent public health communication needs.
    • Maintain daily coordination with MoHP Media and IT teams and participate in regular monthly/quarterly meetings with UNICEF and implementing partners.
    • Support coordination between UNICEF SBC initiatives and MoHP programs, ensuring alignment, knowledge sharing, and integration of digital and community-based interventions.

To qualify as an advocate for every child you will have… 

-Master’s degree in public health, Communication, Social Science, or a relevant field.

-Bachelor's degree in a relevant field may be considered with significant experience, more than 10 but less than 20 years.

-More than 10 but less than 20 years experience in the field.

-Strong understanding of UNICEF's RapidPro and IOGT software, with experience in data analysis and reporting.

-Expertise in social media marketing and engagement strategies, particularly for public health communication.

-Excellent communication, presentation, and interpersonal skills, with the ability to build trust and relationships with diverse stakeholders.

-Experience in project management, including budget oversight and delivering, working with government partners is an ad-plus.

-Proven experience in managing and developing digital platforms for vulnerable communities or in health contexts.

-Experience in social listening tools and reporting

-Proficiency in the English language is required.
