1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is Financing Infrastructure for Tomorrow in Asia and beyond—infrastructure with sustainability at its core. We began operations in January 2016 and have since grown to over 111 members worldwide. The global travel industry was profoundly disrupted by the COVID-19 pandemic, resulting in significant and lasting changes to traditional travel management practices. As international travel has gradually resumed, organizations must adapt to a transformed operating environment, including new ticket booking mechanisms, evolving capacity and service models of travel management companies, and the need for streamlined and integrated systems. These changes necessitate corresponding updates to travel policies, procedures, and operational practices to ensure continued efficiency, compliance, and cost effectiveness.

2. Objectives of the Assignment

The main objective of the assignment is to provide professional advisory on travel operations, and policy and guideline update and implementation.

3. Scope of Services

The consultant is to provide advisory on: ● Developing and updating policies, guidelines, and procedures for travel management. ● Supervising the NHBTA to ensure compliance and effectiveness. ● Sourcing corporate hotels and updating hotel ceiling rates. ● Designing an e-learning module on official travel policy and guidelines. ● Recommending measures to balance staff wellbeing, corporate efficiency, cost-effectiveness, travel security, internal control, IT systems, and carbon emissions. ● Providing additional reports and analyses as required by AIIB.

4. Consultancy Output / Deliverables

The consultant is expected to deliver the following outputs: ● Inputs on updated policies and guidelines. ● A detailed supervision report on NHBTA activities and compliance. ● Recommendation on corporate hotels and updated ceiling rates. ● Inputs on e-learning module on official travel policy and guidelines. ● Final report summarizing findings, recommendations, and any additional analyses conducted during the consultancy period.

5. Implementation Arrangement

The consultant will work closely with the AIIB travel management team and other relevant stakeholders to ensure alignment with organizational goals. The consultant will be expected to adhere to the timelines and deliverables outlined in the agreement.

6. Support to the Consultant by the Bank

AIIB will provide the consultant with necessary support, including access to relevant documents, data, and personnel involved in travel management. Additionally, AIIB will provide feedback on deliverables to ensure they meet organizational standards and expectations.

Qualification Requirement

The ideal candidate for this consultancy role will possess the following qualifications: ● Excellent proficiency in English, both written and verbal. ● Strong knowledge and experience in official travel management, with a preference for candidates who have worked with international organizations. ● An advanced academic background, with a Master’s degree or higher in a relevant field. ● Proven track record of developing and implementing travel management policies and procedures. ● Ability to analyze complex data and provide actionable recommendations.
