1. Project Background
The Portfolio Management Department (PMD) is responsible for monitoring and reporting on the Bank’s sovereign and non-sovereign portfolios across the project lifecycle. Within PMD, the IO data team supports portfolio oversight by strengthening data management, analytics, and reporting capabilities to enable timely, accurate, and decision-relevant insights for management and stakeholders. As the Bank’s Non-Sovereign Based Financing (NSBF) portfolio continues to grow in scale and complexity, there is a need to strengthen data consistency, reconciliation, and analytical readiness across multiple systems and data sources. This consultancy is established to support PMD in improving end-to-end data management, analytical modelling, and reporting for the NSBF portfolio, including support for data governance and the delivery of high-quality portfolio dashboards and management-level reporting.
2. Objectives of the Assignment
The objective of this consultancy is to strengthen PMD’s NSBF portfolio data and analytics capabilities by providing hands-on expertise in data management, analytical modelling, and reporting. The consultant will work closely with PMD and relevant stakeholders to: • Enhance portfolio monitoring and management reporting; • Support the development and maintenance of analytics-ready data structures; • Improve data quality, reconciliation, and consistency across multiple data sources; and • Contribute to the implementation of data governance practices to ensure sustainable and scalable data management within PMD.
3. Scope of Services
1. Reporting and Portfolio Analytics • Work closely with PMD stakeholders to implement and refine key NSBF portfolio metrics on existing portfolio monitoring and management reporting dashboards. • Collaborate within PMD and across relevant departments to design and enhance portfolio dashboards and analytical views supporting NSBF performance and pipeline monitoring. • Coordinate with IT and data teams to ensure timely deployment, maintenance, and accessibility of portfolio reporting and dashboards on the Bank’s reporting and data platforms. 2. Data Management and Governance • Perform data management tasks including reconciling, validating, and quality-checking NSBF portfolio data across multiple Investment Operations systems and data sources. • Coordinate with relevant stakeholders to resolve discrepancies and process gaps, and data quality issues. • Support the documentation of data definitions, business rules, and data lineage relevant to the NSBF portfolio. • Contribute to PMD’s data governance efforts, including supporting data quality management processes. 3. Data Modelling and Analytics Infrastructure • Design, build, and maintain analytical datasets and models on the Bank’s data platforms to support NSBF portfolio analysis and reporting. • Develop and optimize data transformations and queries to integrate multiple source systems into coherent, analytics-ready datasets. • Collaborate with IT and data teams to enhance data automation, data structures, and overall analytical performance of NSBF data assets.

Qualification Requirement
• Minimum of 3 years of relevant professional experience in a multilateral development bank, development finance institution, international organization, or large multinational corporation, with demonstrated experience in data analysis, data management, and reporting. • Experience related to non-sovereign or private sector financing is an advantage. • Master’s degree in Business Analytics, Data Science, Finance, Project Management, or a related field. • Proven proficiency in PowerBI, SQL, Python, and business intelligence tools, with strong analytical and problem-solving skills and the ability to work with complex, multi-source datasets. • Sound knowledge of data governance and data management. • Self-motivated, with the ability to work independently, manage competing priorities, and deliver high-quality outputs within agreed timelines. • Strong communication skills and ability to collaborate effectively with diverse business and technical stakeholders.
