BACKGROUND

Purpose of Activity/ Assignment:

The Consultant will be supervised by WASH Specialist, WASH in Emergencies & Fragile Contexts (WiEFC). The consultant will work under the overall guidance of Associate Director Health who is a principal investigator for the CoAg to improve people’s lives affected by public health in emergencies through multisectoral projects.

Scope of Work:

The consultant is expected to support CoAg, preparing necessary documents for submissions such as annual reports, non-competing continuation application for the consecutive year and carryover requests and coordination of activities as per donor requirements, including requests for project updates and reports. To achieve the objectives, the consultant is expected to closely work with the WASH in Emergency and Fragile Contexts team, the principal investigator (PI), project managers at both HQ and country levels, Public Partnership Division (PPD), and other relevant units within UNICEF such as DFAM, and both CDC administrative and technical teams.

The current five-year CoAg (Title - Global Emergency Response and Recovery Partner Engagement: Expanding Efforts and Strategies to Improve Rapid Response to Public Health Emergencies Globally) was awarded to UNICEF in September 2023 and will be active till September 2028. The consultant is required to facilitate both carried over projects from the first and second year, carryover process from Year one to Year Three, Year Three projects, all other projects funded by CDC through the immunization CoAg and all projects during the first quarter of the fourth year

Terms of Reference / Key Deliverables:

1. Facilitate CoAg including requests for project updates and keeping communications with CDC, PPD and country offices

-  Twelve (12) monthly CoAg summaries are updated on SharePoint, prior to each monthly touch-base call with the PI, including project progress, issues, identified solutions and challenges. This includes attending 12 monthly internal calls with the PI, and at least 24 technical follow-up calls with CDC and country offices.

-  4 Quarterly project and financial updates are submitted to CDC as per donor’s requests and instructions. If requested by CDC, coordinate virtual site visits with these updates

-  Facilitate, at least, 12 monthly WASH technical and follow-up calls with CDC WASH team. Meeting notes made available on SharePoint and action points followed up.

-  Develop 1 master projects list and update it on a monthly basis (12 updates) based on monitoring of projects’ activities progress and regular follow-ups with respective project managers.

2.  Facilitate the process of developing annual report and submission

3.  Facilitate the processes for carryover request from Year two to Year three and any other official requests which requires CDC approvals such as redirection of funds 

-  Prepare the carry-over packages for 1) Y3 to Y4 and 2) Y1 to Y3, including consolidated country offices’, ROs and HQ requests, required justifications and other information as per the CDC requirements

4.  Developing proposals (project and budget narratives) for a new budget year (i.e., Year three) in coordination with Programme Group Health and WASH, and country offices. This task will also include follow-ups with CDC on their feedback and revision requests on the proposals submitted

-  A complete package of non-competing continuous application for Year four is developed and submitted by the deadline. (the exact submission date will be announced by CDC) Applications usually include project narrative, budget narrative, a cover letter and a budget summary

Qualifications

Education:   

Public Health, Civil Engineering, Water, Sanitation and Hygiene (WASH), and related fields 

Knowledge/Expertise/Skills required *:

  • A minimum of five (5) years of professional experience in humanitarian WASH programming.
  • Proven knowledge of WASH roles and interventions in public health emergencies.
  • Experience supporting or implementing WASH responses in public health emergencies is considered an asset.
  • Strong project coordination and organizational skills.
  • Experience or familiarity with CDC-funded projects and funding management is an asset.
  • Demonstrated ability to work independently and effectively manage multiple stakeholders in a fast-paced environment.
  • Flexible and adaptable work approach, with the ability to collaborate within a team and respond effectively to emerging needs and priorities.
  • Excellent written and verbal communication skills in English

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
