The Employability and Empowerment of youth in crisis programme focuses on “Increasing professional readiness among the most disadvantaged young people in Lebanon, whilst simultaneously empowering them to become more active members of their communities. It aims to provide young people with opportunities for second-chance education, equipping them with gender-transformative skills, and facilitating their access to decent income-generating activities and civic engagement”. Ultimately, these efforts aim to facilitate a smooth transition from skilling to employment while enhancing overall well-being. Through this project, the Youth Employability and Empowerment officer will work on addressing the trends impacting the lives of adolescents and youth at various levels, employing a tailored approach across 1) Strengthening Skills Development and 2) Work-based learning implementation and 3) enhance Public-Private Partnerships and 4) employment tracing.

How can you make a difference? 

The Youth Employability and Empowerment officer withing the supervision of the Adolescent Development Specialist NOC (Chief) will be responsible for ensuring the proper implementation of this major employability and Work-Based Learning (WBL) programme under the Leaning to Earning Pillar, conduct field visits, update market assessment in addition to design new phases of the programme, develop new programme and updating and managing the data and reporting of the project activities, reporting of alarming issues and areas of improvement, monitor the roll out of tools that he/she will develop, in addition to the activities and C4W in private sector companies where relevant. He/she will also provide operational and administrative support throughout the program cycle to support the Learning to Earning pillar and employability of the Adolescent and Youth Programme within the Lebanon Country Program. The Officer is responsible for ensuring the WBL programme is running and implemented as per the programme’s plans, and with linkages WBL to the remaining sub-categories of the youth programme.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education:  A University Degree in social science (psychology, social science, management) or any related field.
  • Work Experience: A minimum of one year of professional experience in employability, social development planning and management in youth economic engagement programmes.
    • Relevant experience in skilling and work-based learning program/project development and management in related areas in a UN system agency or organization is an asset.
    • Proven experience in designing market-driven, competency-based training programs targeting vulnerable youth in humanitarian and/or development contexts.
    • Demonstrated ability to technically manage multiple partners and stakeholders in complex and dynamic environments is an asset
    • Technical Experience in developing employability and skilling programmes with sensitive donors is highly desirable.
    • Strong writing, data processing, and analytical skills, data management, writing, and communication skills.
    • Prior experience working in developing country contexts and/or in emergency or crisis response settings is an advantage.
  • Language Requirements:  Fluency in English and Arabic is required.  proficiency in French is an asset.

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
