The Planning and Monitoring Specialist will be reporting to the Chief Planning, Monitoring and Evaluation, P4, the position will provide essential support to the planning function internally as well as externally as well as some support on monitoring for the country programme through the various stages of the country programme cycle. This includes the planning function for nexus programming and the integration of humanitarian action to development work planning and the operationalization of the humanitarian-development nexus.
Key functions/accountabilities:
- - Programme Planning
Support Egypt country office and national partners to develop an equity-focused and results-based and measurable Country Programme and rolling work-plans that provide the basis for implementation, performance monitoring and reporting.
Duties & Tasks:
Provide support in preparation, review and analysis of strategic programme planning processes and documentation, the development of the Country Programme Document (CPD), Explanatory Notes (EN), and facilitate ECO mid/end year reviews.
Supports the development of the country programme results framework, including indicators, baselines and targets, the identification of PIDB codes, and quality assures its reflection in VISION.
Provide support in the preparation, review and finalization of UNICEF Contingency and response plans, and alignment with country and regional plans, as well as ensuring the integration of humanitarian response plans into annual work plans
Supports sections in planning across the humanitarian and development nexus, by drawing on monitoring and analysis of key programme performance indicators.
Work closely with staff of PME Section and other sections to provide technical support for establishing quality assurance mechanisms. Supporting programme sections in Results Assessment Module planning.
Support planning, monitoring and reporting, and coordinating joint UN processes and enhancing the use of planning tools across sectors.
2. Programme Monitoring
Ensure that Egypt Country Office has quality information to assess progress towards expected results established in annual work plans.
Duties & Tasks
Provide technical support to sections to establish and roll-out programme monitoring mechanisms including midyear and annual reviews, mid-term reviews, strategic moments of reflection, to record the progress and identify potential bottlenecks.
Support the rollout and implementation of UNICEF’s eTools, including capacity development for staff and partners, as well as undertaking periodic quality assurance on HACT programmatic visit reports and field monitoring reports uploaded in eTools and provide suggestions for improvement.
3. Planning and Monitoring Capacity Building
Ensure that the planning and monitoring capacities of Egypt Country Office staff are based on evidence and the RBM principles.
Duties & Tasks
Promote awareness and shared understanding of RBM through communication, training, learning and development activities organization-wide. Also supporting the PME Section in development and implementation of a strategy/approach for RBM capacity building and adoption through a participatory process with sectoral staff.
4. Coordination and Networking
Ensure that Egypt country office is effectively linked to wider UNICEF PME developments
Duties & Tasks
Collaborate with regional advisors, peers from other UNICEF offices and UN agencies, and national partners for overall coordination of priority planning and monitoring activities.
Partner with relevant regional staff to ensure that current and accurate planning and monitoring data and results are included in regional reports.
Identify innovations and lessons learned that may be relevant for the office and partners to improve their PME function.

Minimum requirements:
Education:
Advanced university degree in Social Sciences, Development Studies, Public Policy, Statistics, or related field
Work Experience:
A minimum of five (5) years of progressively responsible experience in country programme planning, RBM, and monitoring within the development context
Experience in humanitarian planning and monitoring at the country level
Working knowledge of UNSDCF and UN humanitarian coordination mechanisms
Experience with the UN system, international NGOs, or government in programme design and results-based management is desirable.
Proven experience with UNICEF’s planning systems (RAM, eTools, VISION) or another financial ERP system is an asset.
Language Requirements:
Fluency in English and Arabic is required.

- Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
