Since 2017, thousands of Venezuelan refugees and migrants have entered Brazil, with an estimated 34% of this population under the age of 18, including a significant proportion of Indigenous children, mainly Waraos, E’ñepas and Pemons. The state of Roraima is the main entry point for this flow, placing sustained pressure on public services, particularly on education systems, which face increased demand for school enrolment and learning support.
Within the coordinated humanitarian response, United Nations agencies and Brazilian authorities provide emergency assistance to ensure access to essential services. In this context, UNICEF implemented the Super Panas strategy, in partnership with local actors, to deliver education, child protection and psychosocial support services for Venezuelan children and adolescents. The Super Panas operate as Child Safe Spaces in shelters, triage posts and public schools in Pacaraima and Boa Vista, supported by pedagogical materials developed and applied by implementing partners.
Aligned with its commitment to inclusive and quality education, UNICEF also strengthens formal education services in local schools, supporting the integration of refugee and migrant students through integrative pedagogical activities, teacher capacity strengthening and improved classroom practices.

The consultancy will deliver a set of analytical, technical, and operational products aimed at strengthening UNICEF-supported education interventions in contexts of migration, contributing to sustainable public policies, teacher professional development, and improved education quality (SDG 4). The work will be carried out through participatory, evidence-based, and system-strengthening approaches, in close articulation with education authorities, universities, schools, and teachers.
Contribute to the development of guiding instruments for the improvement and/or replication of experiences in other schools and/or emergency contexts, including their conversion into public policies; and the development of guidelines for training courses for local education professionals who work in the emergency context.
Promote ongoing training for the local education network in Boa Vista and Pacaraima through planning with UNICEF to support local governments and mobilize the education network. Review the pedagogical materials developed in the Super Panas context.
Based on the initial consultations and assessment, the Consultant is expected to report the findings and elaborate proposals that should serve as guidelines for the management of pedagogically stimulating educational and child protection related activities and in line with the Common National Curricular Base (BNCC), UNICEF guidelines, the UN ethical principles and universal human rights, mainly expressed in the Brazilian ECA (Child and Adolescent Statute), the UN Convention on the Rights of the Child and the UN Core Commitments for Children in Humanitarian Action (CCCs). It should also consider the Accountability to Affected Population (AAP), ensuring that the content is driven by the needs and interests of the targeted audience and guarantee that the development and improvement of the strategies are made for and with adolescents in terms of mobilization and empowerment.
The methodological proposed tools should comprise information on implementing steps, available resources, involved parties, materials, training necessities, lessons learned, and other relevant aspects. They should technically support the understanding and implementation of similar strategies and activities, including multicultural approaches and bilingual courses in public schools, with the corresponding recommendations for the methodology conversion into public policy.

Deliverable 1: Planning and capacity strengthening framework for teacher training and Laços Educativos
- Define the methodological approach for training public education network teachers, university fellows (Laços Educativos), education response teams, and intercultural literacy initiatives;
- Produce an inception and planning report detailing roles, responsibilities, methodology, and a transition approach to local counterparts.

Deliverable 2: Training of public education network teachers and education response teams – Cycle 1
- Design and deliver the first cycle of teacher training focused on inclusive education, education in migration contexts, and quality education (SDG 4);
- Under the supervision of the UNICEF Education Officer, support meetings and training activities with the Boa Vista Municipal Secretariat of Education to strengthen municipal education response capacities for migrant and Indigenous migrant populations.
- Systematize learning outcomes, challenges and capacity gains in an analytical report under UNICEF Education Officer supervision.

Deliverable 3: Training and mentoring of university fellows under Laços Educativos – Cycle 1
- Design and implement training and mentoring activities for university fellows in partnership with UFRR, considering blended learning approaches, field-based mentoring, school practices and UNICEF-supported education strategies;
- Produce an analytical report documenting methodology, results, and recommendations for strengthening teacher licensure pathways.

Deliverable 4: Capacity strengthening of intercultural literacy and Indigenous education facilitators
- Provide targeted training and pedagogical accompaniment to facilitators (“oficineiras”) delivering intercultural literacy and Indigenous education activities;
- Co-create and adapt pedagogical materials in alignment with national Indigenous school education policies and culturally responsive approaches;

Deliverable 5: Training of public education network teachers and education response teams – Cycle 2
- Implement a second cycle of teacher and education team training, reinforcing autonomy, peer learning, and replication capacity;
- Under the supervision of the UNICEF Education Officer, support meetings and training activities with the Boa Vista Municipal Secretariat of Education to strengthen municipal education response capacities for migrant and Indigenous migrant populations.

Deliverable 6: Systematization of Super Panas and Laços Educativos methodologies
- Systematize Super Panas and Laços Educativos strategies, including pedagogical practices for Indigenous children;
- Analyze methodologies, implementation processes, lessons learned and alignment with Education in Emergencies standards and SDG 4;
- Conduct validation discussions with municipal education authorities and UFRR;
- Produce a systematization report with recommendations for institutionalization and sustainability.

Deliverable 7: Design and establishment of Super Panas in schools initiative in Pacaraima – Planning phase
- In coordination with the UNICEF Education Officer, support joint dialogue and planning with the Municipal Secretariat of Education of Pacaraima, schools, and local universities.
- Define the pedagogical approach, training pathways and bilingual/intercultural components;
- Provide technical support to coordination meetings and field visits;

Deliverable 8: Implementation support for Super Panas in schools initiative in Pacaraima – Initial phase
- Support the initial implementation of Laços Educativos in Pacaraima schools;
- Deliver targeted capacity strengthening activities for teachers and school managers;
- Document implementation progress, challenges, and necessary adjustments.

Deliverable 9: Advanced capacity strengthening and transition to local counterparts
- Consolidate capacity strengthening processes for teachers, university fellows, and education teams;
- Under UNICEF Education Officer, provide support the transition of training, supervision and coordination roles to Municipal Secretariats of Education and UFRR;
- Produce a transition-focused analytical report.

Deliverable 10: Final report on results, transition and sustainability
- Produce a comprehensive final report consolidating all activities, outputs, and results achieved during the consultancy;
- Assess capacity strengthening outcomes, institutional uptake and sustainability prospects;
- Provide recommendations for scale-up and policy integration at municipal and state levels;
- Validate findings with the UNICEF Education team and key partners.

TRAVEL PLAN
Considering deliverables 7 and 8 from the table above, the candidate should estimate one trip per month to Pacaraima/RR, duration of maximum 3 days for meetings and training supervised by the Advanced Post Coordinator and the UNICEF Education Officer.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
