UNICEF has consistently supported the Government of Tajikistan in strengthening the national child protection system, contributing to sustained progress toward a more coherent, child-centred protection and justice framework. In recent years, these efforts have culminated in significant policy and system-level advancements, most notably the Inter-Agency Working Group’s endorsement of the State Programme for the Protection of the Rights of the Child (2026–2030) pending the Government approval.
Central to this system-strengthening approach is the recognition that social workers and the broader social service workforce (SSW) play a critical role that extends beyond the traditional boundaries of the social welfare sector. Their work is integral across multiple systems—including health, education, social protection, and justice—where they help identify, reach, and support children and families at most risk of marginalization, neglect, or abuse.
PURPOSE/OBJECTIVES of the ASSIGNMENT:
The purpose of this assignment is to provide technical and coordination support to UNICEF and government and non-government counterparts to advance the implementation of the State Programme for the Protection of the Rights of the Child (2026–2030), with a particular focus on strengthening social services, the social service workforce, justice-related social work, and the digitalization of child protection systems.
Under the overall supervision of Chief of Child Protection, thematically together with Child Protection Officers, the consultant will support key national institutions, including the Ministry of Health and Social Protection of Population, the Ministry of Education and Science, the Ministry of Justice, the Agency for Innovation and Digital Technologies, the Inter-Agency Working Group under the Executive Office of the President, as well as other relevant government and non-government stakeholders.
The assignment will contribute to the achievement of the following interrelated objectives:
• Strengthening the social service workforce and social service delivery systems, including support to policy development, capacity-building initiatives, and practice models, with particular attention to children in vulnerable situations and those in contact with the justice system;
• Enhancing child-friendly justice and case management approaches, through the development of methodological guidance, practical tools, and training programmes to support prevention, diversion, rehabilitation, and reintegration of children in conflict with or in contact with the law;
• Supporting the digitalization of child protection services, including the rollout and institutionalization of Primero CPIMS+, to enable integrated case management, improved coordination, and evidence-based decision-making across sectors.
In addition, the consultant will provide ongoing technical support to UNICEF for inter-agency coordination, donor engagement, proposal development, and related programme activities in line with tasks under this assignment, as required.
DESCRIPTION/SCOPE of the ASSIGNMENT:
Scope of Work:
The consultant will provide technical, coordination, and implementation support to UNICEF and national counterparts to advance the operationalization of the State Program for the Protection of the Rights of the Child (2026–2030).
The scope of work is structured under the following three interrelated areas:
1. Strengthening Social Services and the Social Service Workforce
Under this component, the consultant will support national efforts to strengthen social services and the social service workforce (SSW) across policy, education, and practice levels, with particular attention to children in vulnerable situations and those in contact with the justice system. The consultant will:
• Provide technical assistance for the implementation of the social components of the State Programme on Child Rights Protection, including (but not limited to) technical and logistical support for workshops engaging government officials, child protection professionals, and key stakeholders on workforce considerations within the State Programme for the Protection of the Rights of the Child (2026–2030).
• Liaise with national government and non-government partners to translate the UNICEF Regional Office White Paper on Statutory family Support Services/Social Services into policy-relevant and actionable interventions, contributing to social services and SSW outcomes under the National Programme;
• Co-develop case management materials and tools for children affected by violence against children (VAC), including assessment tools, forms, guidance notes, and referral pathways, and support the delivery of related trainings and workshops, as required; Provide technical inputs to the development of a dedicated law on social work/social service workforce in consultation with the relevant government stakeholders, CSOs and UN agencies;
• Work collaboratively with UNICEF Health, Education, and Early Childhood Development (ECD) teams to embed social service strengthening, VAC prevention and response, and child safeguarding within cross-sectoral capacity-building initiatives;
• Support the promotion and professionalization of social work through the development of visibility and advocacy materials, including videos, communication products, forums, and roundtable discussions, to stimulate policy dialogue and public awareness around social work;
• Work closely with the World Bank Project Implementation Unit (PIU) and the Ministry of Health and Social Protection of Population (MoHSPP) to align synergies between child protection initiatives and the Social Protection Modernization Project, particularly in relation to integrated case management, service coordination, and system reform.
2. Child-Friendly Justice and Case Management Approaches
In line with national priorities to strengthen justice for children, the consultant will support the development and operationalization of justice-related social work approaches, with a focus on prevention, diversion, rehabilitation, and reintegration. Specifically, the consultant will:
• Support the strengthening of social work engagement within the justice system, including during prevention, diversion, investigation, court proceedings, and post-release or reintegration phases;
• Contribute to the development of Standard Operating Procedures (SOPs) for identification, prevention, response, and referral of violence against children (VAC) cases, in close collaboration with international experts;
• Support capacity-building and sensitization activities, including trainings and workshops for social workers and relevant justice and child protection professionals on child-friendly justice, diversion, and case management approaches;
• Promote coordinated and child-sensitive responses across social protection, child protection, and justice institutions, strengthening collaboration and referral mechanisms at national and subnational levels.
3. Digitalization of Child Protection Services and Inter-Agency Coordination (Primero CPIMS+)
The consultant will support the digitalization of child protection services through the rollout and institutionalization of Primero CPIMS+, ensuring alignment with national systems, data protection standards, and inter-agency coordination mechanisms. The consultant will facilitate introduction and scaling up digital case management systems (CPIMS+/Primero) to streamline the workflow of social service workers, enhance data management capabilities, and improve service delivery efficiency, integrate Primero CPIMS+ into the existing IMS system of MoHSPP, enhancing data management and program effectiveness and invest in digital platforms for training and capacity building of the Social Service Workforce.

4. Cross-Cutting Support:
Across all components of the assignment, the consultant will also:
• Support inter-agency coordination and technical dialogue among government counterparts, UNICEF, and development partners;
• Contribute to donor engagement, exposure, and proposal development, particularly in the areas of case management, repatriation, and other relevant child protection topics;
• Provide ad hoc technical, analytical, and programmatic support to UNICEF, as required.

2. Strengthening social services and the social service workforce:
-Provision of technical support in Social Services and Social Service Workforce Implementation Package aligned with the State Programme on Child Rights Protection (2026–2030):
-Coordination with UNICEF sector teams (Health, Education, ECD) to embed SSW, VAC prevention, and child safeguarding
-A mapping and synthesis of social-related commitments under the State Programme and Action Plan, including social services, social service workforce, justice-related social work, and family support components is conducted;
-Summary report of coordination and policy dialogue activities prepared
-Set of advocacy and visibility materials, as well as number of policy dialogues in relation to the promotion of social work, social service workforce, embedding child safeguarding and VAC identification and referral in various sectors prepared and endorsed by UNICEF; May–June 2026; 36 w/ds, 20%
3. Justice-related social work and case management (VAC):
-Strengthening coordination between social protection, child protection, and justice institutions by co developing and contextualizing the interagency referral procedures for VAC prevention and response
-Interagency referral procedures are drafted in cooperation with the international expert and ready for the approval and endorsement
-The technical comments are provided to the child protection case management tools and forms for VAC identification and referral, as well as co presented and discussed with the government partners.
-Training co organised and co facilitated, materials and brief evaluation reports on capacity-building activities is provided; July-Sep.2026, 36 days, 20%
4.Digitalization of child protection services – Primero CPIMS+ rollout
-Establishment and coordination of inter-agency Working Group
-Development of SOPs for Primero CPIMS+ use,
-Finalization of forms, data fields, and data points

-Technical liaison with AIDT, MoHSPP, and Primero Regional Consultant

Education:
Advanced university degree (master's level or higher) in law, social work, social welfare, child development, child protection, public policy, or a related field relevant to child protection systems, justice for children, or social services reform
Work Experience:
•A minimum of 5 years of professional experience in social service workforce development, social work/social welfare, child protection, juvenile justice and relevant policy reforms, mental health and psychosocial support (MHPSS), or closely related areas;
•Experience supporting national system strengthening initiatives, including policy development, institutional reform, or programme implementation in collaboration with government counterparts.
Skills and Competencies:
•Strong coordination, analytical, and conceptual skills, with the ability to support policy dialogue and system-level reforms across multiple sectors;
•Excellent writing, communication, and presentation skills, with the ability to produce high-quality technical documents, guidance notes, and donor-facing materials;
•Experience working in the UN and exposure to the UN standards and regulations, as well as the UN technical guidance is highly desirable.
•Ability to work independently under pressure, manage competing priorities, and deliver high-quality outputs within tight timelines.
Technical Expertise:
•Demonstrated experience in case management systems, including development of SOPs, tools, referral mechanisms, and inter-agency coordination frameworks;
•Experience contributing to or supporting digitalization of child protection or social service systems (e.g. digital case management platforms, information systems, or data-driven service delivery) is a strong asset;
•At least 7 years of experience working with international organizations, government institutions, and development partners, including coordination with large-scale reforms, is highly desirable.
Language Requirements:
•Fluency in Russian, English and Tajik is required, with strong writing, communication, and presentation skills, and the ability to engage effectively with diverse stakeholders
