1. Project Background
The Compliance & Operational Risk (“COR”) unit, under the RMD, is responsible for governance, i.e., overseeing and ensuring compliance with regulations and for operational risk management. It achieves this by monitoring, analyzing, and establishing standards to address and mitigate risks while maintaining a balance between risk reduction and operational efficiency.
2. Objectives of the Assignment
The Consultant will provide resources to support the Compliance Officer by assisting with second-line Investment Operations (“IO”) KYC review. Establishing a foundational capability for organizational risks and crisis management across AIIB. The Consultant is expected to work effectively alongside key stakeholders in ensuring the continued robustness of the Compliance function (Framework tasks including but not limited to – KYC Review, Financial Crime Review (“FCR”) and Compliance Assurance Review (“CAR”)).
3. Scope of Services
• Conduct second-line KYC reviews in accordance with the IO KYC Instruction. • Provide day-to-day compliance guidance to business units and KYC stakeholders. • Partner with the Portfolio Management Department and external KYC service providers to ensure timely and accurate KYC reviews. • Draft compliance comments for Investment Committee and interdepartmental reviews. • Identify and implement mitigating measures for financial crime risks identified during KYC reviews. • Escalate potential red flags to the Head of COR and designated Compliance Officers. • Update IO KYC Explanatory Notes to enhance implementation of KYC Instructions. • Participate in the design, configuration, development, and testing of KYC system and portal. • Perform CAR testing on KYC of IO, TRE and FAS. • Support bank-wide Financial Crime Review. • Develop KYC training materials for staff training and awareness programs. • Validate COR risk aspects of outsourcing activities. • Promote a strong compliance culture through training initiatives. • Perform other duties as assigned by the Head of COR and Compliance Officers.

6. Support to the Consultant by the Bank
Consultants will receive support from the Compliance & Operational Risk team.
7. Knowledge Transfer and Training
Knowledge transfer should include approach and insights gained around KYC Review, Financial Crime Review and Compliance Assurance Review related activities and tasks.
Qualification Requirement
• 5–8 years of relevant experience in Financial Crime Compliance or KYC Operations within the financial sector; experience in project financing KYC assessments preferred. • Strong knowledge of financial crime risks, including money laundering, terrorist financing, sanctions, bribery and corruption, tax transparency, and proliferation financing. • Proficiency in KYC tools such as WorldCheck One, LexisNexis, RepRisk, and Kharon. • Prior compliance experience at international investment banks or institutions. • Comprehensive understanding of banking business lines and the three-lines-of-defense model. • Strong analytical, time management, and interpersonal skills. • Excellent written and verbal communication skills in English.
