Purpose of Activity/Assignment:

South Sudan remains vulnerable to multiple shocks including persistent conflict, flooding, disease outbreaks and food and nutrition insecurity which continues to compound the complex, chronic needs of the most vulnerable, especially children. Children are disproportionately affected and at risk of violence, exploitation, abuse, neglect, recruitment by armed groups, psychosocial distress, and family separation. Women and girls remain at significant risk of gender-based violence. Children and adolescents continue to face inequitable access to education, with 2.8 million children (52 percent girls) out of school due to socio-cultural norms. Malnutrition is adversely affecting the well-being of women and children, and access to life-saving essential healthcare services, especially child and adolescent health services, remain inequitable. Access to safe water, sanitation, and hygiene (WASH) is a challenge, with only 40 per cent of people having access to safe water. Significant WASH needs continue to underpin nutrition and health outcomes.

Addressing such development and humanitarian challenges, and the multiple and complex drivers of vulnerability eroding coping capacities of families, communities, and institutions, requires greater collective efforts to enhance resilience.

Towards this, the consultant will provide maternity cover for the National PSEA Officer (UNV), a position in UNICEF’s Front Office Section, to support the operationalization of the UNICEF South Sudan Protection from Sexual Exploitation and Abuse (PSEA) Action Plan and supporting UNICEF personnel and partners to prevent and respond to SEA.

Main Duties and Responsibilities:

The purpose of this consultancy is to provide maternity cover for the position of National PSEA Officer (UNV) for a period of 4 months. Under the supervision of the PSEA Specialist, the consultant will be responsible for supporting the operationalization of the UNICEF South Sudan Protection from Sexual Exploitation and Abuse (PSEA) Action Plan and supporting UNICEF personnel and partners to prevent and respond to SEA.

Main tasks and deliverables related to the consultancy:
1. Support implementation of PSEA prevention and response activities with UNICEF partners and implementation of Country Office PSEA Action Plan
• In collaboration with UNICEF sections, support partners compliance to UNICEF PSEA Implementing Partners Procedures and the UN Protocol.
• Coordinate with the sections to conduct the PSEA assessment of the Implementing Partners.
• Conduct PSEA training and other capacity building activities for UNICEF personnel including staff, contractors, consultants, volunteers and interns.
• Coordinate dissemination of awareness-raising and IEC materials for UNICEF, partners and communities in all UNICEF-supported sites and projects.
• Represent UNICEF in relevant working groups, meetings and related events when needed and requested.
• Provide administrative and logistical support for implementation of PSEA activities

2. Field-level support to PSEA
• Support implementing partners and UNICEF field offices to implement community awareness sessions and other PSEA mitigation measures.
• Support coordination of UNICEF PSEA focal points in the field offices including information sharing.
• Support implementing partners and UNICEF field offices to implement community awareness sessions and other PSEA mitigation measures.

3. Reporting and Monitoring
• Manage the established complaint mechanisms in UNICEF sites and field offices including the PSEA hotline and other reporting channels.
• Facilitate survivor assistance in collaboration with Child Protection and GBV programmes and available referral pathways.
• In consultation with supervisor, conduct field monitoring visits to assess activity implementation and compliance.
• Prepare timely PSEA reports.
• Support knowledge management efforts on PSEA, including maintenance and support of a repository of tools and documents.

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: 

  • University degree in Social Sciences, Gender and development studies, Social development, Community development or in other similar fields.
  • Master’s degree will be an advantage.

Work Experience: 

  •  A minimum of five years’ relevant professional experience working in development and emergency settings, on Protection from Sexual Exploitation and Abuse (PSEA); Children’s and Women’s rights; Violence prevention and response, in particular, sexual violence and other forms of gender-based violence; Accountability to Affected Populations (AAP); Safeguarding and/or child protection.

Skills:

  • Excellent interpersonal and communication skills and the ability to effectively liaise with people in a wide range of functions in a multi-cultural environment.
    • Proven experience of planning and facilitating trainings and other capacity building modalities.
    • Ability to work independently and productively with multiple stakeholders in a fast-paced environment.
    • Ability to work productively in a team and independently, and to handle requests or issues as they arise.

Language Requirements:

  • Fluency in English. Fluency in Arabic an asset.
