1. Project Background

Asian Infrastructure Investment Bank (AIIB) is supporting the Government of Tajikistan in the design and construction of a permanent long bridge and approaches over the Rogun HPP Reservoir under Section 3 of the Obigarm–Nurobod Road Project. Section 3 comprises approximately a 760‑meter‑long permanent bridge and about 640 meters of bridge approaches, located on the M41 highway. Obigarm-Nurobod Road Sectioning The M41 highway is of regional importance, reflected by its position on Central Asia Regional Economic Cooperation (CAREC) Corridors 2, 3 and 5. The M41 highway project is divided into three sections: a) Section 1: Obigarm to Tagikamar (km 0+000 to km 30+217) Section 1 includes construction of 6 bridges, 2 tunnels and 30kms of local access roads. It is funded by the Asian Development Bank (ADB) and by the OPEC Fund for International Development (OFID). b) Section 2: Tagikamar to Nurobod (km 30+217 to km 75+600, less the bridge in Section 3) Section 2 includes construction of 7 bridges, 1 tunnel, 40km of local access roads and a temporary long bridge over the Rogun HPP Reservoir at Darband over the Surhkhob River. It is funded by the European Bank for Reconstruction and Development (EBRD). Both Section 1 and Section 2 are currently under construction. c) Section 3: Bridge over Rogun HPP Reservoir (km 72+900 to km 74+303) Section 3 includes design and construction of approximately 760-meter-long permanent bridge across the Rogun HPP Reservoir, as well as 640 meters of bridge approaches (the Project). Section 3 is proposed to be funded by the Asian Infrastructure Investment Bank (“the Bank” or “AIIB”), supported by a grant financing for the project preparation activities.

2. Objectives of the Assignment

AIIB intends to recruit an individual consultant (“Consultant”) to provide independent, high-level bridge engineering and contract management advisory services to the AIIB project team during the implementation of the AIIB-financed Section 3 – Long Bridge and Approaches. The Design-Build contract was signed in 2025 and the contractor commenced works in May 2025. The assignment will be carried out on a limited-input, part-time basis. The objective of the assignment is to support the AIIB project team in • reviewing and assessing the detailed engineering design, drawings, calculations, and related technical submissions prepared by the Design-Build contractor, to confirm compliance with the Employer’s Requirements, applicable international standards, and good international industry practice, with particular emphasis on climate resilience and structural safety; and • providing technical support on contract management, including review of technical documents, variations, claims and other related contractual document during the project implementation when required. The Consultant shall be an independent senior bridge engineer with extensive experience in major bridge projects under Design-Build arrangements and shall advise the AIIB project team on design-related technical issues arising during construction, including proposed design changes and matters affecting structural integrity, quality, safety, and long-term performance.

3. Scope of Services

The Consultant shall act as an independent senior bridge engineering and contract management advisor to AIIB on a limited‑input, intermittent basis. Key tasks include, but are not limited to, the following: - Review of contractor’s detailed engineering design submissions, drawings, calculations, and models; - Assessment of compliance with Employer’s Requirements, applicable international standards, and FIDIC Yellow Book 2017 provisions; - Review the adequacy of design assumptions and analyses related to climate resilience, drainage, wind loads and aerodynamic stability, geotechnical investigations and foundation design, seismic design and earthquake resistance; - Identification of design risks, constructability issues, and durability or safety concerns; - Review of proposed design changes or value engineering submissions; - Provide technical advisory support to the AIIB project team on contract management matters related to bridge design and construction; - Participation in key technical meetings or site visits, as requested by AIIB; - Review and provide written comments on the Employer’s Requirements and other technical documentation; - Offer technical support to the bank's project team, addressing technical queries, and providing guidance during project implementation; - Assist in reviewing reports to ensure proper and timely progress of the project against target indicators; - Where necessary, assist to review the designs including handling design changes during execution, variations in designs and cost-estimates; - Assist in reviewing the quality assurance and quality of works, including adequate implementation and management of Environment, Health and Safety (EHS) issues associated with the contract; - Undertake any other project activities, as necessary, and assigned by the Project Team Leader.

4. Consultancy Output / Deliverables

- Written technical review comments for each major design submission; - Technical memoranda on specific bridge engineering and climate resilience issues, upon request; - Brief summaries of key technical risks for AIIB management, as needed; - Written technical inputs supporting the AIIB project team in the review of relevant technical and contract-related documents, as applicable; and - Monthly timesheets documenting input.

5. Implementation Arrangement

The assignment is expected for 12 months on a limited‑input, part‑time basis, with inputs provided intermittently in line with design review needs. The Contract shall be time based, with payments to be made in the end of each month upon submission of timesheet and approval by the AIIB Project Team Leader. The Consultant will be home‑based, with occasional travel subject to AIIB approval. Travel expenses, accommodation, transportation, and Per-Diems shall be reimbursed as per actual as specified in the contract.

6. Support to the Consultant by the Bank

The Bank will provide logistic support during the business travel and reimbursement upon the actual expenditure of travelling. The Bank will also provide IT support to the Consultant.

7. Knowledge Transfer and Training

Transfer the knowledge and experience to the Project Task Leader(s) during the processing of project. Provide overall advice and transfer of knowledge to the project in the entire project cycle, through solid technical assessment, document review, and implementation support.

Qualification Requirement

- Degree in Civil Engineering; postgraduate qualification in bridge or structural engineering preferred; - Minimum 20 years of experience in design and/or construction of major bridges; - Proven experience in reviewing detailed engineering designs for long‑span bridges; - Familiarity with Design‑Build contracts and FIDIC Yellow Book; - Experience with MDB‑financed projects; AIIB experience is an advantage; - Fluency in English required; Russian is an advantage.
