The Sectors, Themes, and Finance Solutions Department (STF) drives the development of technical excellence and the expansion of financing knowledge across sectors and themes to support both sovereign and nonsovereign investment operations. It performs a forward-looking role in shaping the direction and impact of AIIB investment operations, initiating and carrying out upstream work to support and incubate new initiatives in frontier technologies, public-private partnership (PPP) advisory, and other productive sectors. STF also represents the Bank in international forums to discuss sectoral, thematic, and financing issues and contributes to cross-bank roles, including reporting, branding, and upstream engagement. STF’s PPP Unit supports the delivery of AIIB’s Corporate Strategy goals by engaging with and supporting its Members to identify, develop, and implement PPP and hybrid PPP projects.

STF is recruiting a Senior Investment Solutions Specialist to join its PPP Unit. The Senior Specialist will contribute to the development, operationalization, and scaling of the Bank’s PPP offering, strengthening AIIB’s value addition and operational impact. The role will involve supporting market development activities as well as originating, processing, and delivering advisory and structuring support for PPP projects. This position requires close coordination and collaboration across client departments to help enhance AIIB’s impact and financial innovation capacity.

Responsibilities:

  • Undertake targeted market and policy analysis to identify partnership opportunities and support pipeline development, mandate origination, and transaction structuring.
  • Support the identification, delivery, administration and processing of PPP structuring and advisory mandates, including:
    • Internal processing and approval of PPP advisory engagements,
    • Processing and administering grant resources for project preparation and transaction support,
    • Selecting and managing consultants assisting the projects,
    • Reviewing and providing feedback on the outputs received,
    • Providing input into and managing the preparation of project documents and structuring a bankable PPP transaction,
    • Supporting the development of tender documents, and
    • Facilitating government entities to conduct a competitive tender process to select private-sector PPP partners.
  • Coordinate and collaborate with client departments in:
    • Developing relationships with government and other stakeholders in advancing PPP projects,
    • Fostering member partnerships (including contributing to the development of multiyear rolling pipelines), and
    • Supporting the processing of PPP projects through AIIB’s operational procedures.
  • Work closely with other units within STF, and undertake selected tasks that support the broader work program of the department.
  • Contribute to refining internal guidance and tools that facilitate efficient delivery of PPP advisory and structuring support within AIIB’s operational procedures.
  • Contribute to PPP market development and knowledge-sharing activities, including workshops, seminars, briefings, and external partnerships that promote innovation and private capital mobilization.
  • Undertake any other job functions, duties, and responsibilities as may be assigned by the supervisor from time to time.

Requirements:

  • Minimum 8-10 years of relevant professional experience in PPP project development, structuring, or management at top-tier international commercial banks, multilateral development banks, or global financial institutions.
  • Master’s degree or equivalent in finance, economics, business administration, law, or related fields.
  • Hands-on experience in structuring project finance transactions and/or providing advisory support for PPP transactions, including public-sector stakeholder coordination across multiple sectors and markets, is strongly preferred.
  • In-depth knowledge of PPPs and product structuring, as well as legal, regulatory, and operational issues related to PPP advisory support, product design, and deployment in emerging markets is strongly preferred.
  • Strong structuring and analytical skills, with the ability to develop fit-for-purpose financial solutions in complex environments.
  • Financial modeling skills are strongly preferred.
  • Familiarity with pricing strategies and risk-mitigation techniques in product development.
  • Demonstrated ability to work collaboratively as a constructive team member within a multicultural environment, fostering a culture of teamwork and inclusivity.
  • Excellent oral and written communication skills in English. Proficiency in additional languages spoken in AIIB member economies would be an advantage.
