The Multilateral Cooperation Center for Development Finance (MCDF) promotes high-quality connectivity infrastructure investment in developing countries through partnerships. MCDF’s work areas include project preparation, capacity building, and information sharing, covering sustainable transport, energy, telecommunications, and cross-border water management. AIIB serves as the Administrator of MCDF and host of the MCDF Secretariat. It is administratively established by, but functionally independent from, AIIB. MCDF’s key support mechanisms are the MCDF Collaboration Platform and the MCDF Finance Facility. The MCDF Collaboration Platform fosters information and knowledge sharing among developing-economy governments and financiers.  

The MCDF Collaboration Platform is seeking a Senior Platform Specialist who will have two overarching responsibilities. First, leading on knowledge sharing and training on topics including but not limited to project planning, preparation, and selection; project implementation (including procurement, contract management, and monitoring and evaluation); climate-smart infrastructure; cross-border connectivity (regional integration, trade facilitation, economic corridors, transport, energy, telecommunications, and transboundary water management); debt sustainability; public-private partnerships; and anticorruption and transparency. Second, leading on scaling up the MCDF Collaboration Platform’s work in Central Asia funded by MCDF’s new Central Asia Fund. This will involve adapting the MCDF Collaboration Platform’s different workstreams to a Central Asia context to promote high-quality connectivity in the region and harnessing MCDF’s existing partnerships and building new ones for effective delivery. The Senior Platform Specialist will report to the Head of the Platform Team. 

Responsibilities:

  • Develop the MCDF Collaboration Platform’s annual workplan and budget with respect to the priority topics they are responsible for. This will involve generating innovative ideas (in collaboration with MCDF’s technical experts and partners) for knowledge sharing and training events, knowledge products, and communities of practice and working with leads on other priority topics to identify opportunities in Central Asia.  
  • Ensure effective and efficient implementation of the MCDF Collaboration Platform’s workplan and budget and Central Asia activities. This will involve actively managing teams delivering these activities to ensure they are completed in accordance with the planned budget, targeted results, and MCDF Platform Team, wider MCDF Secretariat, and AIIB rules and procedures.  
  • Engage with partner IFIs, developing-economy governments, developing-economy financiers, and others involved in infrastructure development, establishing MCDF as a valued partner and promoting its role as a knowledge and coordination hub on infrastructure standards and good practices.  
  • Oversee staff and consultants as the MCDF Secretariat grows. 

Requirements:

  • Minimum 8-10 years of experience working on economic development in developing economies, including supporting high-quality infrastructure investments.
  • Master’s degree or equivalent in economics/finance, infrastructure, social development, climate and environment, governance, or other related fields from a reputable university.
  • Practical experience of planning and organizing knowledge events and training programs, and able to take initiative to put a plan into action.
  • Able to multitask and work independently.
  • A strong sense of teamwork and collaboration, and able to bring creative thinking to the work.
  • Excellent oral and written communication skills in English.  
  • Experience working in Central Asia would be an advantage.
