SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

As part of the General Secretariat of INTERPOL, the world’s largest international police organization, the Information and Communication Technologies (ICT) Executive Directorate delivers trusted, secure, and innovative digital platforms and services that form the technological backbone of the Organization. ICT enables global police cooperation and supports INTERPOL’s strategic and operational objectives, ensuring that law enforcement agencies across member countries can collaborate effectively and securely.

Within this framework, the Chief IT Governance Officer (CITGO) ensures that the ICT Executive Directorate operates under a coherent, transparent, and performance-driven governance model.

He/she establishes and monitors the management framework that enables the Directorate to plan, deliver, and measure its strategic and operational objectives through recognized standards such as COBIT, ITIL, and ISO.

The CITGO provides the Chief Information Officer CIO and the Directorate’s senior management with the tools, indicators, and reports required for the effective steering of ICT activities, ensuring accountability, compliance, and value delivery across all ICT domains.

Reporting directly to the CIO, the CITGO oversees the governance and support functions that ensure ICT’s strategic alignment with the Organization’s priorities.

The CITGO leads the following departments and functions:

  • ICT Governance & Compliance Department – ICT policy management, governance frameworks, risk oversight, and alignment with organizational standards.
  • Contracts, Vendors & Budget (Admin, Executive Office) – contract and vendor governance, financial planning and budget administration for ICT, administrative functions and Directorate executive support.
  • Project Management Office (PMO) & Agile Competency Center – portfolio management, project management, methodology, delivery practices, and performance oversight.
  • Chief Data Office (CDO) – data governance, quality, ethics, protection, and interoperability across INTERPOL’s digital ecosystem.

The CITGO acts as the second line of control for ICT governance, coordinating with the Chief Information Security Officer (CISO), Information System Security Officer (ISSO), and Security Governance units to ensure that all policies, audits, and risk management frameworks are fully integrated and aligned.

He/she ensures that ICT initiatives are executed with transparency, quality, and compliance, fostering collaboration with the Chief Technology Officer (CTO), Chief IT Operation Officer (CITOO), and the Organization’s business entities.

PRINCIPAL DUTIES AND ACTIVITIES/PRINCIPALES MISSIONS ET ACTIVITÉS

DUTY 1: Governance and Policy Framework

  • Define, maintain, and promote the ICT governance framework ensuring strategic alignment, accountability, and measurable performance across the Directorate.
  • Ensure that ICT operating model is governed by internationally recognized frameworks such as COBIT, ITIL, and the applicable ISO standards, establishing clear roles, processes, and decision-making mechanisms.
  • Lead the definition and continuous improvement of ICT policies, procedures, and quality controls that guarantee the effective management and monitoring of ICT processes.
  • Define and maintain the ICT performance measurement framework, including KPIs, service metrics, maturity indicators, and dashboards used to steer the Directorate’s performance.
  • Regularly review these metrics and implement corrective actions in collaboration with Sub-Directorates to drive continual improvement.
  • Foster a culture of governance discipline, accountability, and transparency across all ICT teams.

 

DUTY 2: Information Security Governance and Compliance

  • Oversee the governance of information security within the Directorate in close coordination with the CISO, ISSO, and the Security Architects under the CTO.
  • Ensure that ICT governance policies, controls, and operational practices align with the Organization’s Information Security Management System (ISMS).
  • Monitor compliance, risk mitigation, and corrective actions to maintain adherence to international standards such as ISO 27001, ISO 20000, and ISO 22301.
  • Contribute to internal and external audits, ensuring audit readiness and corrective action tracking.

 

DUTY 3: Project Portfolio, PMO Leadership and Business Plan Execution

  • Lead the PMO and the Agile Competency Center, which together enable the Organization to deliver value through agile and flexible project delivery, alignment with strategic priorities, and effective collaboration between ICT and other Directorates.
  • Ensure that the PMO acts as the single entry point for project intake, working closely with business units to understand, qualify, and prioritize their ICT needs, and then funnels these requests through the appropriate Tribe and Squad for further prioritization and planning, ensuring that business needs are aligned with the Organization's strategic objectives and that Squads are focused on delivering value to the business.
  • Ensure that the PMO acts as a catalyst for business agility, working closely with Tribes, Squads, and Competency Centers to understand, qualify, and prioritize their ICT needs. The CITGO guarantees that these needs are translated into actionable, budgeted, and planned initiatives within the ICT annual Business Plan.
  • Define and maintain portfolio management standards, governance mechanisms, and methodologies (traditional and Agile) that ensure all ICT projects are executed in an agile and adaptive manner, delivering expected value to the Organization. 
  • Oversee the implementation of Agile frameworks and ensuring that Squads and Teams are empowered to make decisions and take ownership of their work.
  • Oversee the Agile Competency Center, which supplies Scrum Masters and Project Managers to Agile Squads, and provides coaching, mentoring, and guidance to Scrum Masters and Project Managers, Product Owners and Agile Teams, ensuring that agile practices and principles are consistently applied across ICT.
  • Be responsible for ensuring that the ICT portfolio is managed in a way that maximizes value delivery, minimizing waste and optimizing resource utilization. This includes monitoring and reporting on key agile metrics, such as cycle time, lead time, and throughput, and providing visibility to the CIO and ICT management on project performance, interdependencies, capacity, and resource utilization.
  • Ensure that the annual ICT Business Plan is executed efficiently, aligning initiatives, budget, and human resources with strategic priorities, and maintaining transparency and accountability throughout the execution cycle.

 

DUTY 4: Budgeting, Contracts and Vendor Governance

  • Oversee ICT business planning, budgeting, and financial governance, ensure that the Executive Directorate’s financial operations are transparent, efficient, and aligned with INTERPOL’s strategic objectives.
  • Closely coordinate with the Finance Directorate, consolidating ICT’s annual Business Plan and its associated budget projections, and monitoring their execution throughout the year.
  • Lead the Contracts, Budget & Administrative Department, which manages the lifecycle of ICT’s financial and contractual commitments, and administrative functions. This includes the preparation, validation, and tracking of all purchase requests, procurement files, and vendor agreements in compliance with INTERPOL’s financial rules and procurement procedures. It also includes the Administrative Support functions for the Executive Directorate, including acting as the Executive Office entry point to ICT.
  • Ensure that budget planning and execution are fully integrated into the Executive Directorate’s strategic planning cycle, in close coordination with the PMO, guaranteeing that each project and initiative is properly budgeted and monitored against planned objectives.
  • Ensure the consolidation and accuracy of financial forecasts, the timely reporting of expenditures, and the early identification of deviations or risks requiring corrective measures.
  • Establish and maintains governance mechanisms for vendor and contract management, ensuring due diligence, risk assessment, SLA monitoring, and value-for-money evaluations.
  • Ensure that suppliers and partners deliver in accordance with contractual terms, performance expectations, and INTERPOL’s quality and ethical standards.
  • Ensure that the ICT Executive Directorate’s financial performance and budget utilization are reported transparently to the CIO and the Finance Directorate, contributing to informed decision-making and long-term financial sustainability.

 

DUTY 5: Data Governance and Chief Data Officer

  • Direct the CDO, responsible for the governance, quality, protection, and lifecycle management of INTERPOL’s data assets.
  • Ensure that all data-related activities within the ICT Executive Directorate are performed in full compliance with INTERPOL’s regulatory and policy framework, including the Rules on the Processing of Data (RPD), the Personal Data Policy, and the Cloud Policy.
  • Ensure that the Directorate’s data management practices — including collection, processing, storage, sharing, and archiving — comply with the Organization’s data protection and privacy requirements, recognizing that a significant portion of INTERPOL’s data belongs to its Member Countries.
  • Ensure that these datasets are handled with the highest level of integrity, traceability, and respect for ownership, security, and confidentiality.
  • Guarantee that all ICT systems, platforms, and data flows are aligned with the Organization’s approved data governance and protection frameworks, as established by the Data Protection Office and other relevant authorities.
  • Promote a consistent and compliant approach to data management across ICT, ensuring that controls, safeguards, and audits are in place to maintain adherence to data protection policies and international standards.
  • Foster strong collaboration between the CDO, the CTO’s data and AI platforms, and the CITOO’s operational environments to ensure end-to-end coherence, interoperability, and compliance across all ICT data ecosystems.

 

DUTY 6: Coordination and Cross-Directorate Alignment

  • Ensure strong alignment between governance, technology, and operations across the ICT Executive Directorate.
  • Collaborate with the CTO on architecture and design governance, and with the CITOO on operational procedures and compliance.
  • Ensure that all ICT governance practices are consistent with the Organization’s overall digital transformation and quality standards.
  • Promote inter-Directorate cooperation and coherence across all ICT decision-making forums.

 

DUTY 7: Audit, Risk and Compliance Management

  • Oversee ICT risk management processes, ensuring that risk identification, assessment, and mitigation actions are implemented across all ICT domains.
  • Coordinate ICT inputs for organizational audits (internal and external), managing responses and follow-up actions.
  • Ensure that all Standards, controls, and corrective actions are documented, tracked, and auditable.
  • Ensure close collaboration with the Governance and Oversight functions to maintain consistency between ICT risk management and corporate frameworks.
  • Promote a culture of accountability, rigor, and continuous compliance improvement.

 

DUTY 8: Performance and Maturity Management

  • Ensure that the Directorate’s performance and governance maturity are systematically measured and improved.
  • Maintain the ICT Performance Framework, integrating operational, financial, and quality KPIs in alignment with INTERPOL’s strategic objectives.
  • Benchmark ICT processes against COBIT and ITIL maturity models, coordinates regular performance reviews, and recommends improvement plans to the CIO.
  • Ensure that governance maturity assessments, service reviews, and quality audits are institutionalized as part of the Directorate’s management cycle.
  • Promote a culture of excellence and continuous improvement across governance, PMO, and CDO teams.

 

DUTY 9: Communication and Change Enablement

  • Lead communication and change enablement initiatives for the ICT Executive Directorate.
  • Effectively communicate strategic decisions, governance policies, and transformation initiatives across ICT and to stakeholders.
  • Coordinate the dissemination of best practices, supports training activities, and facilitates awareness of governance frameworks.
  • Foster transparency, collaboration, and a sense of shared purpose across all ICT teams and partner Directorates.

 

DUTY 10: Acting on behalf of the CIO

  • Represent the CIO in governance, audit, or organizational coordination meetings when required.
  • Ensure that decisions and communications are consistent with ICT and INTERPOL’s strategic directions.
  • Provide expert input on governance, risk, compliance, and data management matters at the organizational level.
  • Perform any other duties assigned by the CIO to ensure the efficient functioning of the ICT Executive Directorate.
