INTRODUCTION OF THE POST

Under the authority of EDRM/FCS, the Procurement & Contracts Management Department [PCM] (EDRM/FCS/PCM) is tasked with ensuring compliance with INTERPOL’s Financial Directives and Instructions and is responsible for ensuring that each procurement process achieves the best value for money and is conducted with transparency, efficiency and fair competition.

The post holder, under the authority of the Head of Procurement and Contract Management, will perform procurement tasks to support the work of the Department, through engagement with the Head of PCM, as well as of the Contract Officers and Procurement Specialists. In this regard, they will provide day-to-day procurement and contracts services to help ensure the Department delivers services in an efficient and timely manner.

PRINCIPAL DUTIES

The Procurement Specialist will be responsible for the organization of purchasing and procurement processes, as well as associated supplier/vendor/consultant search, selection and negotiation. The selected candidate will work under the supervision of the Head of Procurement & Contracts Management within EDRM/FCS/PCM.

Planning and Analysis

  • Contribute to the development of purchasing and procurement strategies and tools, in close collaboration with internal clients (Directorates and Programmes).
  • Prepare purchase orders, call for tenders and market consultations; identify companies to be consulted; organize, plan and guide related procurement procedures; organize bid opening procedures. Collaborate closely with managers in the Directorates and Programmes in this regard.
  • Prepare bid analyses: prepare framework, develop financial analysis, analyst the administrative admissibility of bids and verify the suppliers ‘financial stability and solvency.
  • Negotiate the best purchasing terms with bidders, considering any constraints, as well as the technical and commercial objectives, and help finalize contracts.
  • Work with clients to develop and update procurement plans and activities throughout the year.
  • In collaboration with Treasury and Data Control Office, control and analyses expenditures data with the objective to optimize purchases.

Sourcing and Market Surveillance 

  • Search for potential suppliers (market research on individuals and companies) and screen them to find the supplier(s) most suited to INTERPOL’s needs and requirements; prepare vendor profiles in SAP; seek vendors that provide maximum benefit (best value for money) for the Organization.
  • Broaden the range of suppliers corresponding to a specific market and increase the competition in the panel of existing suppliers.
  • Seek to ensure diversity of suppliers from all member countries, while avoiding or preventing monopoly supplier situations in specific sectors of the market.
  • Ensure market research and due diligence on the evolution of the market in terms of procurement strategy.

Procurement monitoring and compliance

  • Assist Directorates and Programmes with the preparation of purchasing needs in compliance with the Financial Directives of the Organization, considering all the necessary technical, financial and project compliance requirements.
  • Develop indicators with internal clients to monitor suppliers' performance and follow up on all purchases in close collaboration with Directorates and Programmes.
  • Co-operate closely with the Secretariat of the Procurement Committee (internal review committee that gives opinions and recommendations on internal procurement processes) on all issues raised by the Committee related to procurement.
  • Manage issues related to procurement disputes when necessary.

Other duties

  • Manage special projects in close consultation with the Head of Procurement & Contract Management, with other members of PCM and with technical managers in Directorates and Programmes, so that these can be completed on schedule, to the satisfaction of all the stakeholders concerned.
  • Suggest proposals to the Head of Procurement & Contract Management for improving procurement and procurement policy in his/her area to generate savings for the Organization.
  • Provide support and assistance to other members of PCM and internal clients when necessary.
  • Carry out any other related duties required to ensure the smooth functioning of PCM, in accordance with instructions received.

QUALIFICATIONS, COMPETENCIES AND SKILLS

EDUCATION AND QUALIFICATION REQUIRED:

  • University degree in procurement, business/management, finance, engineering and/or equivalent.

EXPERIENCE REQUIRED:

  • At least three years of practical and relevant experience in corporate procurement, preferably as a buyer or procurement officer.
  • Experience drafting procurement plans, recommending appropriate procurement methods based on client need, and guiding internal clients on how to procure efficiently
  • Experience working in SAP procurement and/or contracts modules, with specific experience creating suppliers in SAP
  • Experience demonstrating the ability to cope with conflicting requests and meet tight deadlines.
  • Proven track record of seeking out innovative solutions to problems.
  • Experience demonstrates the ability to communicate, and to foster and maintain excellent working relations with colleagues at all levels within the Department and across the Organization.
  • Experience with e-procurement/SAP is a plus
  • Awareness/interest in procurement innovation and new technologies.
  • Excellent interpersonal skills and ability to work effectively in a multicultural environment.
  • Thinking outside the box solution-oriented mindset would be particularly important.
  • Proven ability to understand the administrative and financial procedures of the Organization or experience in similar international structure would be an advantage

LANGUAGES:

  • Professional fluency in English
  • Knowledge of one of the other official languages of the Organization (Arabic, French, Spanish) would be an asset.
