SUMMARY OF THE ASSIGNED DUTIES,

INCLUDING GOALS AND OBJECTIVES OF THE POST

Within the Office of Internal Oversight (OIO), the Internal Threat Unit (ITU) is a proactive function focusing on the early identification, screening and prevention of integrity risks, including fraud and corruption, through the analysis of signals, concerns and systemic indicators.

Under the overall supervision of the Assistant Director, Internal Affairs, the Coordinator ITU is responsible for coordinating internal proactive initiatives to increase awareness and mitigate threats to the Organization’s integrity and is responsible for assessing various workplace activities to ensure that they are being undertaken diligently, effectively and in accordance with the Organization’s policies. They report on their activities and ensure the confidentiality of all sensitive investigative work. The Coordinator ITU works alongside the Coordinator of Internal Investigations and manages the end-to-end proactive process to ensure that professional, legal and ethical standards are maintained by the Organization.

PRINCIPAL DUTIES AND ACTIVITIES

1: To ensure that the Organization focuses on detecting and mitigating ongoing internal threats at the operational and tactical levels

  • Establish an ITU designed to perform a proactive function focusing on the early identification, screening and prevention of integrity threat, including fraud and corruption, through the analysis of signals, concerns and systemic indicators.
  • Supervise the ITU and ensure that INTERPOL activities are examined and identify where possible threats to the Organization.
  • Identify any underlying trends that may highlight weaknesses in the Organization’s internal control framework and liaise with other units and directorates to share any relevant lessons learned and recommend that these are embedded in future policies, learning, processes or practices.
  • Conduct threat assessments across various INTERPOL activities, thematic analysis in high-risk areas, and ensure that they are conducted in a fair, transparent, thorough and timely manner, as per the internal legal framework, by international civil service law and International Labour Organization Administrative Tribunal (ILOAT) standards.
  • Reply to request for assistance and advice from internal and external parties, in matters related to internal threats related to the Organization’ integrity.
  • Provide relevant reports and findings on threat with recommended measures to increase awareness and mitigate threats to the Organization’s integrity, ensuring that these undergo quality control and are protectively marked and filed.
  • Gather information on high-risk sectors, including corruption patterns while performing analysis.
  • Develop early-warning capabilities in cooperation with other units.
  • Review and help establish relevant guidance and publish professional standards including but not limited to proactive policies.
  • Keep the Assistant Director of Internal Affairs appraised of all significant case-related updates.
  • Manage the registering, coordination and confidential filing of sensitive information.
  • Liaise with the Coordinator of Internal Investigations and the Internal Investigations Unit, and other departments for examinations.
  • Liaise with relevant stakeholders and third parties to ensure that identified issues are resolved effectively.
  • Respond to requests in the post-investigative phase.

2: To ensure a fair, legal and professional evidence gathering regime is maintained to protect all parties in the operation of the ITU  

  • Be responsible for the operational coordination, case management, and cross-functional alignment of the ITU.
  • Ensure that integrity threat identification and response activities are conducted lawfully, ethically, and in full compliance with privacy, Human Resources and legal requirements.
  • Ensure that the Organization has an appropriate ITU framework in place, in line with the international standards and best practices framework.
  • Deliver presentations on internal threats to raise awareness and increase visibility.
  • Establish reporting channels: oversee secure mechanisms for receiving reports on internal misconduct, ensuring protection of all parties involved and respecting confidentiality.
  • Promote contacts, within and outside the Organization, with relevant stakeholders, to advance the ITU function.

3: To report on the ITU activity and performance and ensure continuous improvement

  • Provide relevant reports and briefings on current activities whilst also respecting confidentiality, professional standards and legal provisions.
  • Ensure relevant recommendations and actions are implemented.
  • Maintain strict confidentiality and impartiality while serving as a model of integrity in INTERPOL.
  • Keep abreast of the latest developments in Internal Threats and continually ensure that standards are maintained.
  • Identify any underlying trends that may highlight weaknesses in the Organization’s internal control framework and liaise with other Units and Directorates to share any relevant lessons learned and recommend these are embedded in future policies, learning, processes or practices.
  • Engage with and support the Coordinator of Internal Investigations as necessary to further internal investigations.
  • Liaise with relevant stakeholders and third parties to ensure outcomes are resolved effectively.

4: To develop and maintain the capacity of the Organization’s ITU

  • Continually assess the threats and discipline framework to ensure that standards are maintained.
  • Ensure that the ITU is managed effectively from end-to-end and with valid conclusions and that each file is consistent, complete and verifiable.
  • Attract, hire, and retain a team of high-performing professionals.
  • Train, coach and manage Investigators and Administrative staff on internal threats.
  • Oversee the development of the Unit.
  • Participate in budget and resource management discussions.
  • Implement policies, systems and procedures to continuously improve the internal threat function.

5: Perform any other duties as may be required by the hierarchy.

QUALIFICATIONS, COMPETENCIES AND SKILLS

 

Education and qualification required

  • A minimum of 3 to 4 years of completed education in law or a field related to intelligence, investigations or equivalent; An advanced university degree in law or a field related to investigations, compliance, governance, international law or equivalent would be a strong asset.
  • A specialization or experience in Internal Affairs would be a strong asset.

Experience required

  • At least 10 years of professional experience of policing, including investigations and/or intelligence and/or prevention activities in international organizations or national administrations.
  • A prior exposure to intelligence and counter-intelligence functions would be a strong asset.
  • Experience in corruption patterns, networks, and high-risk sectors subjects within the framework of an investigation.
  • Proven knowledge of international investigation standards.
  • Knowledge of ILOAT standards is desirable.
  • Competent negotiator and knowledge of engaging third-party experts.
  • Management and processing of sensitive data in a highly confidential environment.
  • Ability to engage with and manage stakeholder relationships at all levels.
  • Experience in alternative dispute settlement and mediation is desirable.

Languages

  • Professional fluency in written and spoken English is required.
  • Knowledge of another working language of the Organization (Arabic, French or Spanish) is an additional asset.
