I. Overview  

We Effect is a development organisation founded by the Swedish cooperative movement in 1958 to support the development of democratic organisations and societies. In our international development cooperation programmes, we are applying a human rights-based approach supporting people living in poverty to secure their rights.

We Effect works in around 18 countries in Europe, Palestine, Latin America and Africa through our country offices in partnership with local CSO’s, farmer organisations, cooperative federations and other democratic organisations. The global landscape for development cooperation is changing rapidly. Traditional funding is decreasing or shifting, while climate finance, development banks, blended finance and new types of partnerships are becoming increasingly important. To continue strengthening cooperative organisations, farmer owned movements and civil society partners, We Effect must diversify and innovate its resource mobilization approaches.

We are now recruiting a Lead for Strategic Financing & Resource Mobilisation with regional responsibility and a central role in shaping the organisation’s future financing in Latin America.

Purpose:  

The purpose of the role is to lead strategic and innovative resource mobilization efforts in the region and ensure that We Effect is well positioned within evolving financing systems. The role supports the organisation to secure sustainable funding that aligns with our mission, our cooperative approach, and our Human Rights Based Approach (HRBA).

Reporting structure:  

Reports functionally to the Head of Resource Mobilization in Stockholm and operates within a matrix structure, maintaining strategic alignment and close coordination with the South America Country Manager and the Central America Country Manager.   

II. Key Responsabilities

Lead strategic resource mobilization across the region

  • Develop and implement regional donor diversification strategies.
  • Navigate and engage with a broad range of financing sources, including:
    • bilateral and multilateral donors
    • climate and environmental funds
    • development banks
    • philanthropic foundations
    • responsible private‑sector actors
  • Build a balanced and sustainable funding portfolio ensuring long-term impact. 

Develop innovative and sustainable financing models

  • Explore and design financing mechanisms that go beyond traditional project funding, such as:
    • blended finance
    • results-based or impact-oriented models
    • new forms of partnership-driven funding
  • Ensure that all financing models align with We Effect’s Human Rights Based Approach, gender equality commitments, and environmental sustainability principles.

Strengthen and maintain strategic partnerships

  • Identify, cultivate and manage relationships with key governmental, financial, civil society and private-sector actors.
  • Position We Effect as a relevant and credible partner in the region’s development and climate finance ecosystems. 

Lead high-quality proposal development

  • Coordinate the development of complex proposals together with country teams, regional colleagues and global units.
  • Ensure strong quality assurance: coherence, compliance, and integration of gender equality, HRBA  and environmental sustainability.
  • Strengthen internal capacities and processes for resource mobilization. 

Provide strategic analysis and insights

  • Monitor trends and shifts in donor priorities, financing mechanisms and political contexts in the region.
  • Identify opportunities and risks and translate them into actionable strategies for country teams.
  • Support programme direction with evidence-based recommendations. 

Collaborate Effectively Across Teams and Functions

  • Functionally report to the Global Manager Programme and Institutional Funding  in Stockholm, Sweden.
  • Work in close partnership with Sweden‑based resource mobilisation colleagues, as well as Country Directors in Colombia and Central America, to ensure a coordinated and strategic approach across teams and geographies.
  • Contribute to global learning, sharing of good practices, and strengthening of organizational systems within resource mobilization.
IV. Who We Are Looking For

·     We are looking for a senior professional with a strong track record in securing funding and leading complex resource‑mobilisation strategies across Latin America. You bring proven experience meeting fundraising or financing targets, a solid grasp of regional donor landscapes, and the ability to navigate political and institutional environments. You excel at building strategic partnerships, influencing stakeholders, and developing innovative financing solutions. Strong analytical skills and a values‑driven, human‑rights‑based approach are essential. You work effectively both independently and as part of cross‑functional teams. Relevant academic studies are required, and a postgraduate degree is an asset.

·       You offer deep technical expertise in the donor ecosystem, along with advanced donor‑intelligence and strategic analytical abilities to shape multi‑stakeholder funding opportunities. Your strategic and political acumen enables you to position organisational priorities within evolving agendas. You communicate exceptionally well in Spanish and English and are able to represent the organisation confidently at senior levels.

·       You are strategic, structured, and results‑oriented, with a strong record of guiding complex processes and delivering impact. You build effective relationships with senior counterparts across government, multilateral institutions, civil society, and the private sector. Integrity, accountability, adaptability, and strong intercultural competence define your professional approach.

The position is based at the We Effect office in Bogotá, Colombia, and is open to candidates of any nationality who already hold a valid residence permit and legal authorization to work in Colombia at the time of hiring.

The role requires fluency in both English and Spanish, and will be offered under a one‑year employment contract in accordance with Colombian labor regulations. The selected candidate should also be willing and able to travel to various countries across Latin America as needed to fulfill the responsibilities of the position.
