Background
The World Bank approved a US$100 million concessional loan for Uzbekistan to implement the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project. The Project Development Objective is to improve access to and the quality of social services and benefits for vulnerable people in Uzbekistan.

Under Subcomponent 1.2 “Enhancing the Capacity of the Social Protection System to Adapt and Respond to Shocks”, the project supports development and implementation of key building blocks for Adaptive Social Protection (ASP) and a new climate risk and ASP training program.

Output 3 focuses on building awareness of key concepts and principles of adaptive social protection and climate adaptation among social protection officers and relevant stakeholders through a structured training programme, Training-of-Trainers (ToT), and cascading roll-out trainings delivered in person using interactive methods.

Scope of Work:

A. Localization and materials development (Activity 3.1)

  • Participate in a full walk-through of the complete 3-day ASP training package with the International ASP Training Expert (including rehearsal of session flow and interactive facilitation methods) to ensure shared understanding, consistent messaging, and readiness for ToT and roll-out delivery.
  • Support the international consultant in developing the following modules of the training programme: (i) Concept and elements of ASP - What makes social protection system/programme adaptive?; (ii) How to make social protection in Uzbekistan adaptive?; (iii) Climate change–exacerbated risks in Uzbekistan; (iv) Main strategies for vulnerable individuals and families in reducing climate change exacerbated risks; (v) The national emergency response framework – how its interventions are activated and how they support and help vulnerable individuals and families.
  • Support a pilot presentation of draft training materials to the ToT participants in Tashkent city (in coordination with the International ASP Training Expert) to test clarity, flow, timing and applicability; consolidate feedback and propose revisions for incorporation into the final training package.
  • Work with the international expert in adapting ASP modules to the Uzbekistan social protection and emergency response context
  • Provide inputs on the local and contextual information on Uzbekistan’s national social protection system, climate change exacerbated risks, the national emergency framework and any other topics related to the assignment.
  • Support preparation of the complete training package (manuals, presentations, participant handbooks,
    evaluation tools) in English and Uzbek.
  • Translate all the training materials into Uzbek and ensure accuracy and consistency of terminology and
    definitions across all modules in Uzbek and English.
  • Support presentation of draft training materials to the technical group and incorporate feedback.

B. Training delivery (Activity 3.2)

  • Co-facilitate the ToT for 14 master trainers in Tashkent, including facilitation practice and interactive
    methods.
  • Deliver and/or co-deliver roll-out trainings for participants from INSON centres and NASP/line
    ministries, using participatory methods.
  • Undertake pre- and post-training evaluations to assess participants’ learning outcomes. The training
    sessions should be completed with feedback collection from the participants on the training’s
    effectiveness, which should provide recommendations for future training programs and capacitybuilding
    activities.
  • Coordinate with master trainers to enable cascading delivery and ensure consistent application of the
    training methodology across regions.
  • It should be noted that the logistical arrangements for the training sessions, including venue selection,
    materials printing, catering and participant management, will be managed by a separate event
    management company contracted by NASP . UNICEF consultants will focus exclusively on training
    content development and delivery.

C. Reporting

  • Prepare training session reports for assigned locations (agenda, participant profile if available, delivery
    notes, evaluation summary, recommendations).
  • Contribute to the consolidated end-of-output training completion report.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Advanced university degree (Master’s preferred) in social policy, economics, public administration, social sciences, climate adaptation/DRR, or related fields.
  • Work Experience:
    • At least 7 years of relevant experience in social protection and/or resilience programming, including familiarity with Uzbekistan systems and institutions.
    • Strong experience facilitating trainings and workshops, including ToT and interactive adult learning methods.
    • Demonstrated ability to draft, adapt and edit technical materials in Uzbek; experience with terminology harmonization is an asset.
    • Ability to travel to training locations within Uzbekistan.
  • Language Requirements: Fluency in Uzbek required; Russian strongly preferred; working knowledge of English preferred.
