The main purpose of this consultancy is to develop a Public Private Partnership Strategy for integrated ECD services, supporting NCDA and its key partners to effectively engage the private sector and civil society actors to scale up provision of integrated ECD services (access, quality, and impact) and rapidly reduce stunting.

                                                         TERMS OF REFERENCE

The National Child Development Agency (NCDA) leads and coordinates Rwanda’s integrated early childhood development (ECD) agenda, including nutrition, health, early learning, WASH, child protection, and parenting support.

This assignment will:

•            Update the mapping on existing and potential partners in the private sector and civil society involved in ECD and nutrition, identifying comparative advantages and areas for collaboration.

•            Explore private sector partnership opportunities in Rwanda across early learning, child protection, stimulation, health, nutrition, WASH, and build a set of top prospects and industries with whom NCDA should focus and further engage with.

•            Conduct an analysis of Corporate Social Responsibility (CSR) practices of relevant private institutions in Rwanda, particularly those investing in child development, nutrition, health, WASH, and child protection.

•            Conduct a review of existing Public-Private Partnerships (PPPs) in Rwanda and engage with the mother ministry, MINECOFIN, to ensure alignment and inform the development of the ECD PPP Strategy. Explore innovative and sustainable financing mechanisms for ECD, including fiscal incentives (e.g. targeted tax reductions or tax credits) for companies contributing to stunting reduction, nutrition-sensitive interventions and incentive structures to support start-ups and emerging private enterprises operating in nutrition, early learning, child stimulation, health and WASH.

•            Develop recommendations on how to incentivize and support emerging private companies and social enterprises that contribute to stunting reduction and nutrition-related activities, including regulatory, fiscal, and partnership facilitation measures.

•            Develop a national public-private partnership strategy to guide NCDA, the private sector, and civil society in expanding integrated ECD services (nutrition, health, WASH, early care, learning and stimulation, child protection, parenting education, and child disability).

•            Identify shared value aspects that can inform private sector investment and sustainability in ECD and nutrition.

•            Present the PPP strategy to stakeholders and integrate feedback from the validation sessions.

Minimum requirements:

  • Education:
    • Advanced Degree in one of the following fields: Communications, Social Sciences, Public Health, Business Administration and Management, or related fields.
    • A first level University Degree in combination with significant private sector, ECD, and nutrition experiences may be accepted instead of an advanced degree.
  • Work Experience: Minimum seven years of progressively responsible work experience in private sector partnerships, Corporate Social Responsibility, or engagement strategies; preferably in Africa
  • Skills:
    • Strong understanding and experience working with Government Ministries/Departments. Experience working with the UN will be an added advantage.
    • Experience in Eastern and Southern Africa and/or good knowledge of the development and private sector context preferrably in Rwanda.
    • Strong planning, organising, and networking skills.
    • Strong communication skills, including writing skills, with a strong preference for knowledge and experience in writing for the UN, private sector, and public sector.
  • Language Requirements:
    • Fluency in written and spoken English is required.
    • Knowledge of French and Kinyarwanda is an asset.
