1. Project Background
In line with the Accountability Framework of the Asian Infrastructure Investment Bank (AIIB), the Board of Directors (Board) conducts the performance review of the President. The review is carried out by an external consultant appointed by the Board. This assignment will be carried out remotely during a nine-month contract period in 2026.
2. Objectives of the Assignment
The primary objective is to deliver an independent assessment of the Presidentâs performance against criteria and a methodology approved by the Board of Directors. The assessment should meet international standards for executive evaluation and corporate governance.
3. Scope of Services
The consultant will design and implement a methodology for the performance review and execute all activities necessary to deliver the outputs specified in Section 4. Key tasks will include the following:⢠Develop and submit for Board approval a detailed methodology and workplan, including evaluation criteria, data sources, approaches, timeline and confidentiality measures.⢠Perform a comprehensive evidence-gathering exercise including document review, and targeted interviews with Board members, the President, Senior Management, and selected staff.⢠Analyze evidence across agreed domains.⢠Prepare the required deliverables (see Section 4) and present findings to the Board of Directors.

4. Consultancy Output / Deliverables
The consultant will produce the following deliverables during the nine-month contract period:⢠A Final Report: the report shall include methodology, findings, analysis, and recommendations.⢠Summary Reports: concise written summaries of the main findings, as needed.⢠Presentations: a professional slide deck summarizing key findings and recommendations.⢠Presentation to the Board of Directors: the consultant may present the findings to the Board (virtually) and address questions from Board members.

5. Implementation Arrangement
⢠Work Location: Fully remote. The consultant is expected to use secure virtual meeting platforms for interviews and briefings. Any travel will be by exception and only if authorized.⢠Management and Reporting: The consultant will report to the designated AIIB focal point and coordinate all stakeholder engagement through the Corporate Secretariat.⢠Timelines: Timely delivery of deliverables is expected.

6. Support to the Consultant by the Bank
AIIB will provide the consultant with access to relevant institutional documents, support with scheduling of interviews, and logistical support for virtual meetings. The Corporate Secretariat will coordinate engagement with Board members and Senior Management and will provide timely administrative support and clarifications as required.
7. Knowledge Transfer and Training
There is no formal training program required.
Qualification Requirement
The consultant must demonstrate:⢠Minimum 20+ years of senior experience in governance, executive performance evaluation, leadership assessment, or related fields; experience with international financial institutions or multilateral development banks is highly desirable.⢠Proven track record of conducting complex, evidence-based executive assessments.⢠Strong analytical and synthesis skills, with the ability to integrate diverse evidence into clear findings and recommendations.⢠Excellent written and oral communication skills, including experience preparing high-quality reports and Board-level presentations.⢠Strong stakeholder engagement skills and the ability to interface credibly with Board members, senior executives, and staff, while maintaining strict confidentiality.⢠Advanced degree in public administration, governance, business administration, or a related discipline is preferred.⢠Demonstrable independence, with no real or perceived conflicts of interest; a signed independence/conflict-of-interest declaration will be required.
