Duties and Responsibilities
Under the supervision of the Chief of Human Resources Development Section/TrainForTrade and the Coordinator of the Spanish Speaking Network of the Port Management Programme, the consultant will contribute to the following tasks: 1. Provide technical assistance to Argentina in the framework of the concession of Port Buenos Aires. a. Identification of technical and engineering matters that may require analysis, and provision of related comments. b. Undertake a risk analysis of the concession project. c. Make recommendations based on best practices. d. Advise the Agencia Nacional de Puertos y Navegación (ANPYN) team on technical-assistance related matters to strengthen technical capacity. e. Attend preparatory technical meetings on line and in person as required. f. Conduct and respond to any necessary consultations and analyses related to the technical matters. g. Prepare technical assistance reports that contribute to a better understanding of the different proposed alternatives. 2. Provide technical assistance to Bolivia on port development in general and in particular on technical related matters[MJ1.1]. a. Identification of technical and engineering matters that may require analysis, and provision of related comments. b. Undertake a risk analysis of the concession project. c. Make recommendations based on best practices. d. Attend preparatory technical meetings on line and in person as required. e. Conduct and respond to any necessary consultations and analyses related to the technical matters. f. Prepare technical assistance reports that contribute to a better understanding of the different proposed alternatives.
Qualifications/special skills
An advanced university degree Master, in a subject related to maritime/port management sector, in Civil Engineering, Business Administration or related field is required. At least 8 years of professional experience in programme management, with responsibilities in technical and civil engineering or construction management, including the coordination of related activities is required. Experience with technical and civil engineering related matters in ports is desirable. Experience with maritime or port tenders' processes is desirable. Experience with the TrainForTrade Port Management Programme is desirable.
Languages
Fluency oral and written in Spanish is required.
