SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

The IT Product Manager is responsible for the end-to-end lifecycle and value delivery of specific digital products within a Tribe.

Operating within an autonomous Product Squad, the incumbent owns the product vision, roadmap, and backlog of a product portfolio, serving as the bridge between business strategy and technical execution. The IT Product Manager ensures the product delivers continuous, measurable operational impact by leveraging shared Platform Engineering capabilities, and actively pushing AI and Data integration to enhance INTERPOL’s capabilities.

PRINCIPAL DUTIES AND ACTIVITIES

DUTY 1: Product strategy and ROADMAP

  • Define and communicate a clear product vision and strategy aligned with the Tribe’s objectives and INTERPOL’s IT Strategic Framework for their product portfolio.
  • Translate high-level business goals into a concrete Product Roadmap.
  • Conduct continuous discovery (user research, data analysis) to identify user needs and validate hypotheses before build.
  • Prioritize features based on business value, ROI, and operational urgency, ensuring the team builds "the right thing."

DUTY 2: Agile Execution & Backlog Management

  • Act as the primary Product Owner for the Squad: create, maintain, and prioritize the Product Backlog.
  • Draft clear, actionable User Stories with defined Acceptance Criteria.
  • Collaborate daily with the Squad (Developers, DevOps and Platform Engineers, Solution Architects, Scrum Master…) to ensure roadmap feasibility, align business requirements and make rapid trade-off decisions.
  • Participate actively in Agile rituals, ensuring a consistent flow of delivery.

DUTY 3: Operational Health & Support (Lifecycle Management)

  • Define and follow Service Level Agreements (SLAs) and KPIs (e.g., uptime, response time) to ensure the product meets business requirements.
  • Prioritize technical debt and maintenance alongside new features in the backlog to ensure long-term stability ("You build it, you run it" philosophy).
  • Analyze support tickets and user feedback to identify recurring issues and drive permanent fixes.

DUTY 4: Product Value Tracking & Economics

  • Define, measure, and continuously track specific business value metrics and Key Results to ensure the product delivers tangible operational impact for end-users.
  • Conduct regular Return on Investment (ROI) assessments, balancing the realized business value against the total cost of ownership.
  • In partnership with the Contract Manager, oversee the product's financial health: forecast and track operational costs (licensing, infrastructure, resources, support contracts…) and align with procurement procedures.
  • Evaluate "Buy vs. Build" scenarios to ensure cost-effective delivery of capabilities.

DUTY 5: AI & Innovation Readiness

  • Identify high-value opportunities to integrate AI and Machine Learning features (e.g., predictive analytics, natural language processing) into the product.
  • Collaborate with the AI Acceleration Lead to prototype and validate AI use cases rapidly.
  • Ensure the product generates and utilizes high-quality data, adhering to INTERPOL’s Data Governance standards.

DUTY 6: Stakeholder Management & Adoption

  • Act as the main voice of the customer; manage expectations of diverse stakeholders (General Secretariat, Member Countries, NCBs).
  • Lead product demos and manage the feedback loop to iterate on the product.
  • Oversee the change management and training strategy to ensure successful product adoption by end-users.

DUTY 7: Perform any other duties as required by the supervisor.

QUALIFICATIONS, COMPETENCIES AND SKILLS

Education and qualification required:

Three to four years’ education at a University or specialized higher education establishment.

Certifications in Product Management (e.g., CPO, PSPO) or Agile (e.g., CSM, SAFe) are highly desirable.

Experience required:

  • At least five years of experience in Digital Product Management (managing the full lifecycle from discovery to launch).
  • Proven experience working in Agile/Scrum environments with cross-functional technical teams.
  • Desirable: Experience in integrating AI/ML features into existing workflows.
  • Desirable: Experience in Law Enforcement, Government, or highly regulated sectors.

languages:

  • Fluency in English is required.  Proficiency in a second official working language of the Organization (Arabic, French or Spanish) would be an additional asset.
  • Strong communication skills, both in written and oral form (public speaking, leading meetings and delivery of presentations).

Abilities required:

  • Product Mindset: Focus on delivering value and outcomes rather than just outputs.
  • Commercial Acumen: Ability to manage budgets and vendor relationships effectively.
  • Tech-Savvy: Sufficient understanding of modern software concepts (APIs, Cloud, AI) to communicate effectively with the Solution Architect and Engineers.
  • Leadership: Ability to lead and motivate a squad without formal HR authority (servant leadership).
  • Communication: Excellent storytelling skills to articulate the "Why" behind product decisions to senior leadership.
  • Cultural Awareness: Ability to work in a massively multicultural environment.
  • Domain Knowledge: Knowledge of the law enforcement/police domain would be an advantage.
