The Chief Field Officer (CFO) will be accountable for strategic leadership and operational oversight of UNICEF’s Field Office located in Baluchistan Province, Quetta. Positioned within the broader framework of the UNICEF Country Programme in Pakistan, the CFO serves as UNICEF’s primary representative in the province, guiding multi-sectoral program teams and support services. Through effective coordination, leadership, and managerial direction, the CFO ensures high-quality implementation of programmes aligned with UNICEF's strategic priorities, the Country Programme Management Plan, and the overarching vision set by the Country Representative.

Under the guidance of the Chief Field Operations, the Chief Field Office (CFO) is accountable for overall leadership and managerial guidance of the total programme commitment of the UNICEF Field Office in Baluchistan Province (Quetta)Office within the UNICEF country programme in Pakistan. The CFO represents UNICEF in Baluchistan Province, leads and oversees the various program sectors and operational service teams ensuring the delivery of quality results in accordance with UNICEF’s programme of cooperation, country programme management plan and overall vision set forward by the Representative.

Key functions, accountabilities and related duties/tasks:

  1. Effective leadership and management of UNICEF presence, staff and assets in the Area of Responsibility
  2. Country programme management strengthened by effective knowledge management and system.
  3. Situation Analysis prepared/updated, critical programme intervention point, measures or adjustments identified, and programme work plans and recommendations prepared.
  4. Rights-based and Results-based management approach fully incorporated into all phases of programme and project programming, and the value and quality of programme/project strategy and implementation effectively enhanced.
  5. Programme funds optimally used.
  6. Programme evaluations effectively conducted, and the results disseminated in a timely fashion to stakeholders in order to improve programme performance.
  7. Commitment and institutional capacities of the national and local partners effectively gained and promoted.
  8. Rights perspective and advocacy at the national, community and family levels incorporated into policy analysis for establishing and elevating UNICEF’s credibility in national and international policy debates.
  9. Effective advocacy, communication and networking achieved through partnership and collaboration.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: Master or equivalent (Advanced University Degree) in  Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines. A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only.
  • Work Experience: Minimum 10 years of relevant progressive programming experience, including substantial expertise in emergency management.
  • Skills: Proven international exposure, with hands-on field experience in developing countries. Demonstrated senior leadership capability, with a track record of managing large multisectoral programs and leading diverse teams at the implementation level.
  • Language Requirements: Fluency in English is required.

Desirables:

  1. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  2. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
