How can you make a difference?
The Planning, Monitoring and Evaluation (PM&E) section in the Colombia Country Office leads core planning, monitoring and reporting processes that ensure the effective and efficient delivery of results and the integration of humanitarian and recovery components into a coherent results framework. The section plays a key role in strengthening planning quality, results-based management, accountability, and evidence-informed decision-making across the Country Programme. It also supports the integration of humanitarian and recovery interventions into a coherent results framework.
Operating in a highly decentralized context, UNICEF Colombia relies on hubs, satellites and outposts at field level. To support coherent consolidation of information, the Country Office is establishing an integrated monitoring system that combines high-frequency indicators, long-term outcomes, and qualitative data, supported by improved automation, data infrastructure, and information management practices.
Under the supervision of the Planning, Monitoring and Evaluation Officer (NOB), the Information Management Officer (IM) will support data collection, processing and analysis within the UNICEF Colombia Country Office. In close coordination with M&E colleagues in Programme Sections and Field Offices, the IM Officer will contribute to the roll-out of the new monitoring system and to the integration of data from multiple sources for reporting and accountability.
The role will involve providing technical guidance and capacity building to both national and subnational teams on information management tools and systems, as well as strengthening data architecture, automation and quality assurance processes.
The Information Management Officer (NOA, TA) will support the implementation of the Country Office’s integrated monitoring system and contribute to the operationalization of the Information Management (IM) function within PME. Under the supervision of the PM&E Officer (NOB), the IM Officer will provide technical support to ensure the availability, quality, and consistency of data for programme performance monitoring and evidence-based decision-making, with PM&E focal points across programme sections and field locations.
KEY END-RESULTS EXPECTED
- An integrated and interoperable Information Management system is developed and maintained, consolidating data from multiple sources into a centralized, structured repository with clear data flows, validation protocols and quality assurance mechanisms.
- Information management tools, dashboards and automated reporting solutions are designed and continuously improved to support programme monitoring, performance tracking and evidence-based decision-making.
- High-quality analytical products and data visualizations are produced regularly, integrating multiple data sources and translating complex information into actionable insights for planning and management.
- National and subnational teams and partners are strengthened through technical guidance, training and documentation of IM processes, tools and methodologies, ensuring sustainable capacity in data management and reporting.
Summary of key functions/accountabilities:
1. Database and information system design and development
- Support the design, development, and management of databases, spreadsheets, systems and other data tools; and understand, document, and ensure the quality, accuracy, consistency and comparability of data.
- Compile qualitative and quantitative information and coordinate activities between all sector stakeholders in support of the multi-year work plans, HAC and the accelerated humanitarian response for 2026.
- Contribute to the design, enhancement and integration of information management systems and monitoring tools and support the development of system specifications in close coordination with UNICEF P&M staff and implementing partners.
- Support the development, testing, enhancement and maintenance of modules and new functionalities within UNICEF Information Management and field monitoring systems, ensuring usability, reliability and alignment with programme requirements.
2. Information Management and Quality Control
- Support the development, roll-out and maintenance of data collection and reporting tools (including 5W and 4W reporting tools and UNINFO and ActivityInfo), ensuring alignment with programme requirements and reporting frameworks.
- Ensure timely and standardized data collection from UNICEF Sections, Field Offices and implementing partners, supporting monthly reporting cycles and consolidation processes.
- Apply data validation and quality assurance mechanisms, including routine consistency checks, data cleaning, cross-verification and documentation of validation procedures.
- Maintain and update centralized reporting databases to ensure data comparability, compatibility and readiness for regular and ad hoc analysis.
- Support the generation of analytical outputs and structured reports based on consolidated datasets, enabling performance tracking and programme oversight.
- Contribute to the roll-out and quality assurance of real-time field monitoring systems, including review of pre/post monitoring tools, data entry checks and identification of data discrepancies.
3. Capacity building and technical support
- Provide technical support to UNICEF staff and implementing partners on progress reporting, results tracking, intervention mapping and use of information management tools.
Support Field Offices and partners in the collection, processing and management of data, including troubleshooting, responding to ad hoc queries and resolving system-related issues.
- Contribute to the development of guidelines, SOPs, documentation and user manuals related to data collection, reporting and information management systems, and deliver training sessions to UNICEF staff and partners.
- Conduct field missions to provide hands-on technical support for IM systems, reporting tools and data quality processes, ensuring consistent application of standards.
To qualify as an advocate for every child you will have…
- A University degree in a relevant field or discipline such as Geospatial Sciences or GIS, Information Management, Information Technology, Information Systems, Statistics, Computer science, Engineering or other close areas.

A minimum of 1 year of relevant professional experience with management information systems and/or planning and monitoring in large organizations or at country level.

Relevant experience in a UN system agency or organization is considered as an asset.

Demonstrated experience in data collection, data analysis as well as preparing reports and presentations using GIS and other visualization tools.

Field work experience and/or familiarity with emergencies is considered an asset.

Relevant experience in program/project planning and monitoring in a UN system agency or organization is an asset.

Experience of working with data and statistics, e.g households and panel surveys, large datasets is considered as an asset.

Experience in applying methodology of Monitoring & Evaluation theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods is considered an asset.

Fluency in Spanish and English is required. Knowledge of another official UN language (Arabic, Chinese, French, or Russian) is considered as an asset.
