As governments develop national frameworks to monitor progress toward the SDGs, strategic planning and investments will be required to collect robust, more frequent, and timely data. This round of MICS presents a unique opportunity to support this process.
The Multiple Indicator Cluster Surveys (MICS) are a key source of provincially representative data for monitoring child‑related SDGs and informing evidence‑based planning across Punjab, Sindh, Khyber Pakhtunkhwa (KPK), and Baluchistan. UNICEF Pakistan Country Office provides technical support and quality assurance for MICS implementation nationwide, while provincial governments retain data ownership.
UNICEF Pakistan has supported multiple MICS rounds across provinces, including KPK (2019), Sindh (2018–19) and Baluchistan (2019–20), with MICS7 planned for Sindh, KPK, and Baluchistan during 2026–2027. Within this national framework, Punjab has implemented MICS7 in 2024 to establish a baseline for the 2023–2027 Country Programme, while generating lessons to inform implementation in other provinces.
To ensure timely, high‑quality implementation, UNICEF Pakistan will recruit a full‑time Provincial MICS Coordinator (PMC) in each province, Baluchistan, Khyber Pakhtunkhwa (KPK), and Sindh, to coordinate closely with the respective Bureaus of Statistics (BoS).

You can make a difference by achieving following milestones and deliverables within the stipulated time period:
Tasks/Milestone:
- Survey Planning
- Listing and Mapping, Training and
- Fieldwork, and Data Processing
- Data cleaning
- Data Analysis
Deliverables/Outputs:
- The Survey Plan and Budget, including timetable is finalized and shared with all stakeholders.
- Well managed and coordinated Sample design, MICS Questionnaire, Manuals and CAPI application are prepared as per guidelines.
- Developed Lessons learned and challenges and its mitigation plan, fully vetted by Govt. and use the document throughout the implementation of survey
- Listing and mapping is planned and performed per MICS guidelines.
- Training schedules are adequately adapted to the country context and including appropriate resource persons are identified for training including a comprehensive plan to conduct cascade trainings with cohesive approach
- Developed Field plan for each team, in consultation with Team supervisors
- Fieldwork and fieldwork monitoring visits are planned and performed according to MICS guidelines.
- Hardware is made available for the CAPI application (data collection and central office menu components), and software is properly installed and a working, data transfer system and data backup system is established
- Regular updating Timelines as per development, for tracking and monitoring the overall MICS processes and activities
- Field check tables produced regularly during data collection period as per Standard protocols and provided feedback to each team supervisor
- Arrange a monthly de-briefing session for all stakeholders (agreed list) and records minutes and actions and appropriate follow-up
- Sampling Weights are included in the datasets and reviewed by the sampling expert of the BoS with the guidance and review of the UNICEF Sampling expert consultant.
- MICS tabulation plan and standard syntax are customized and used in generating SPSS dataset and tables.
- Findings tables are generated and reviewed
- Ensure that the MICS survey archive with all final survey documents and materials (MoU, CSP, questionnaires, manuals, sample design, field reports, CAPI application, syntaxes, database, geocoding, tables) is being produced by the BoS
- Monthly Progress Report of activities, describing activities undertaken during the month and highlighting problems met and solutions put in place to mitigate them

Minimum requirements:
Education:
- Advance University degree (Master's or above) in Demography, Statistics, Social Sciences, Epidemiology, international development, or any other related technical field is required. A first University Degree (Bachelor's) in a relevant field combined with 2 additional years of professional experience, may be accepted in lieu of an Advanced University Degree.
Work Experience:
- Proven minimum of 5 years’ experience in the coordination and/or management of quantitative household surveys (prior MICS or Demographic and Health Survey (DHS);
- Experience with CAPI data collection;
- Training experience and ability to organize and facilitate training and presentations.
- Experience in data analysis and survey report writing.
- Familiarity and previous experience of working in Pakistan.
- Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organization, more specifically with Statistical Offices.
- Demonstrated leadership, managerial and supervisory ability; Ability and willingness to travel extensively in-country and to attend regional workshops.
Skills:
- Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS).
- Excellent communication and interpersonal skills.
- Excellent oral and written communications in the local language.
Language Requirements:
- Fluency in English required.
Desirables:
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Experience of working with UN agencies is an asset.
- Knowledge of the local duty station is an asset.

Remarks:
- Duration of the assignment is 11.5 months.
- 3 Consultants required, each per province in Sindh, Baluchistan & Khyber Pakhtunkhwa

- Consultant will be required to travel within the province/ country.
