The Digital Innovation Consultant will support UNICEF Serbia in implementing the 2026–2030 Country Programme by helping the office make better use of emerging opportunities within Serbia’s growing startup and tech community. The consultant will provide targeted support, as needed, to strengthen the office’s capacity to test and apply practical, evidence informed solutions. In addition, the consultant will contribute to Private Sector Fundraising efforts by exploring and advising on new, innovation driven fundraising approaches - particularly those linked to the tech sectors - that can complement existing resource mobilization channels Explore partnership opportunities to propose corporate partnering with one of the local blockchain companies, in the context of providing funding for UNICEF (ECD, DeFi Saver, etc.).

TERMS OF REFERENCE
Innovation remains a key organizational priority for UNICEF Serbia and is fully embedded in the 2026–2030 Country Programme, which highlights digital transformation and innovation as essential strategies for strengthening inclusive systems and reaching the most marginalized children. Building on this direction, UNICEF seeks a consultant who is well connected across Serbia’s dynamic and rapidly evolving startup and tech ecosystem to help identify practical entry points for collaboration and test solutions that can advance programme results. This role will support the country office in applying evidence informed, context appropriate innovations that complement national systems rather than creating parallel ones. Given the continued need for diversified and resilient financing, the consultant will also work with the Private Sector Fundraising team to explore innovation driven fundraising models - particularly those emerging from the tech and Fin-Tech communities - to help UNICEF Serbia reach new audiences and strengthen resource mobilization efforts.

Minimum requirements:
- Education: Bachelor’s degree in computer science or IT related disciplines.
- Work Experience:
- Network experience within start-up businesses, Venture Capital, integrators.
- Experience of digitalization in Education in Serbia.
- Knowledge of and experience in the Start-up scene in Serbia.
- Experience in blockchain.
- Language Requirements:
- Fluency in Serbian.
- Advanced English language skills, reading and writing.
- Desirables:
- Experience from working with UNICEF or another UN agency in Serbia would be considered as an advantage.
