For every child, the right to love
The consultant will provide technical advice and support to the country team in developing a staffing structure that is fit for purpose to deliver results under the new Country Programme. This includes analysing staffing requirements for management, each programme area, and cross-functional, support, and operational functions, taking into account existing structures and commitments as well as the anticipated financial envelope for the upcoming cycle. The consultant is expected to analyse needs; advise on options; and propose concrete, innovative structures, matrices, and costed scenarios to meet the office’s human resources requirements. Proposals should align with corporate guidance and reflect best practices from other offices, including opportunities to organise work in new and effective ways to maximise results.
In addition, the consultant will coordinate the drafting and finalisation of the CPMP in line with corporate guidance and all relevant administrative instructions and requirements, ensuring that a complete and comprehensive CPMP is available for submission to the relevant Regional PBR within the required timelines.
The consultant will work under the direct supervision of the Deputy Representative (Operations) and under the overall guidance of the Country Representative and the Country Management Team.
How can you make a difference?
The UNICEF Tunisia Country Office seeks the services of an experienced consultant with expertise in strategic management reviews, CPMP processes, and results-based management. The assignment will include the following:
- Review key documents, including the CPD and explanatory notes, global guidance on CPMPs and resource planning, PBR guidance, previous CPMPs and AMPs, CPMP guidelines and instructions, lessons learned from earlier CPMPs, and CPMPs from other offices in the region or in comparable contexts, as well as any other documentation required to prepare the CPMP and its annexes.
- Engage with programme, operations and cross-sectoral units across the Country Office to review and propose staffing structures and management arrangements for the effective implementation of the new country programme results.
- Prepare a draft CPMP 2027–2031 for the Tunisia Country Office, including all annexes and supporting documentation, in line with applicable instructions and including an affordability analysis. Review the Country Office accountability framework and propose updates, as required, to reflect the new CPMP.
- Work in close collaboration with office management, the CPMP task force comprising Deputy Representatives for Operations and Programmes, Planning Specialist, and People and Culture and Staff Association representatives, and staff throughout the assignment.

Minimum requirements:
- Advanced university degree (or equivalent) in management, organisational development, human resources, or a related field
- At least 10 years of relevant professional experience in management design/development, human resources management, and/or organisational development at professional or managerial level
- Demonstrated experience in assessing and developing staffing structures, job profiles, and organisational assessments.
- Experience supporting CPMPs or similar planning processes with UNICEF or other UN agencies is required
- Knowledge of UNICEF’s HR-related policies, structures, and systems
- Knowledge of development cooperation strategies and modalities
