UNICEF Jakarta is looking for Nutrition Officer who will support the Nutrition Specialist P3 in engaging the government on food systems. Specifically, the NOB will contribute to the development and establishment of food systems and climate in government policies guidelines and training modules. He/she will provide technical support to the line ministry on updating existing regulations to improve them. He/she will also contribute to support the advocacy efforts on strengthening nutrition-specific and nutrition-sensitive policies that can positively contribute to reducing the triple burden of malnutrition in Indonesia. Furthermore, he/she will support the development of programmes and activities related to food systems climate and nutrition. As the food systems angle is relatively new in the Government of Indonesia’s nutrition strategy this position will require regular engagement with government bodies (Bappenas, MoH, Bappenas and UN System) to develop a coordinated approach on improving food policies and support the food industry to comply with revised regulations. This is a Temporary Appointment contract with a duration of 364 days.

How can you make a difference?
The Nutrition Officer (Food System and Climate) will be responsible for the following key end results:
1. Support to programme development and planning
• Support and periodically update situation analyses related to food systems, climate change, and nutrition to inform the design, planning, and management of nutrition programmes and projects. Analyse and synthesise relevant political, social, economic, environmental, nutrition, and health trends to inform strategic decision-making and enhance programme effectiveness and results.
• Contribute to the formulation of the food systems and climate portfolio’s goals, objectives, strategies, and results frameworks through evidence-based analysis of nutrition needs, climate risks, and priority intervention areas, in line with UNICEF’s food systems approach and national priorities.
• Support advocacy efforts aimed at the development and strengthening of nutrition-specific and nutrition-sensitive policies that address the triple burden of malnutrition, with particular emphasis on improving food environments and strengthening local food, health, and nutrition systems to better withstand climate change and related shocks.
• Provide technical and operational support across all stages of the programme cycle by executing and administering a range of technical and administrative programme processes, including preparation of planning, RBM, and monitoring and evaluation documentation, in compliance with organizational procedures and systems.
• Prepare required documentation and supporting materials to facilitate internal programme review, endorsement, and approval processes.
2. Programme management, monitoring and delivery of results
• Work closely with UNICEF colleagues and national and sub-national partners to address operational and implementation issues related to the food systems and climate portfolio, providing timely recommendations, identifying risks, and escalating issues as required to support informed decision-making.
• Participate in monitoring, evaluation, programme reviews, and annual review processes with government counterparts and other partners to assess progress, identify corrective actions, and inform higher-level programme management.
• Monitor and report on the utilisation of programme resources (financial, administrative, and other assets), ensuring compliance with approved allocations, donor agreements, and UNICEF rules, regulations, and accountability standards; flag and follow up on issues to support timely resolution.
• Prepare regular and ad hoc programme and project reports for management, donors, and partners, clearly documenting progress, challenges, lessons learned, and results achieved.
3. Technical and operational support to programme implementation
• Conduct regular field visits, programme assessments, and partner consultations to monitor implementation progress, identify bottlenecks, and provide technical and operational support, with particular attention to food systems interventions and climate-sensitive nutrition actions.
• Provide technical and operational guidance to government counterparts, civil society organisations, UN partners, and other stakeholders on UNICEF policies, strategies, systems, and best practices related to nutrition, food systems, and climate-resilient programming to support effective implementation and delivery of results.
4. Networking and partnership building
• Build and maintain strong working relationships with government counterparts and national stakeholders in the nutrition, food systems, and climate space through regular information sharing, coordination, and technical engagement to support programme implementation and capacity strengthening.
• Facilitate the establishment of cross-sectoral, multi-stakeholder coordination mechanisms to advance food systems and climate policy development and implementation, at both national and sub-national level.
• Contribute to the preparation of advocacy, communication, and knowledge materials to support programme visibility, partnership development, and resource mobilisation for nutrition and food systems initiatives.
• Participate in relevant inter-agency and UN Country Team coordination mechanisms to support joint programming, alignment with UN Sustainable Development Cooperation Framework priorities, and harmonisation of UNICEF strategies within broader UN development efforts.
• Support research and analysis on potential funding opportunities and contribute to the preparation of concept notes, briefs, and proposals for resource mobilisation and partnership development.
5. Innovation, knowledge management and capacity building
• Systematically document, synthesise, and disseminate lessons learned and good practices to support knowledge generation and continuous improvement of food systems and climate-related nutrition programming.
• Promote innovative approaches and adaptive solutions that strengthen climate resilience and sustainability of nutrition and food systems interventions.
• Research and benchmark emerging and best practices related to food systems, climate adaptation, and nutrition programming, and contribute to the development of knowledge products and learning tools.
• Contribute as a resource person to capacity-building initiatives for government counterparts, partners, and other stakeholders to strengthen technical competencies and institutional capacity.

To qualify as an advocate for every child you will have…
Minimum requirements:
- Education: a university degree in one of the following fields is required: nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, climate and health, or another related field.
- Experience: A minimum of two years of professional experience in one or more of the following areas is required: nutrition, public health, nutrition planning and management, food systems, food and nutrition security, food environments, climate-nutrition-health, or maternal, infant and child health/nutrition care. The successful candidate is also expected to have strong skills in planning, implementing and monitoring programme, and performing communication and advocacy to support the development, or strengthening, of sectoral and cross-sectoral policies that can positively contribute to reducing the triple burden of malnutrition in Indonesia.
- Language Requirements: Fluency in Bahasa Indonesia and English.
Desirables:
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Familiarity with emergency settings
- Experience in nutrition programme/ project development in a UN system agency or organization
- Proven experience working in nutrition in Indonesia
- Proven experiences in managing health and nutrition programme in development context.
- Strong leadership and communication skills with the ability to manage complex project implementation across multiple locations.
- Demonstrated expertise in developing high quality technical documents, ad-hoc programme reports, and communication materials.
