Background

Bhutan is highly exposed to multiple natural hazards, including earthquakes, floods, landslides, fires and glacial lake outburst floods. Strengthening community-level disaster preparedness and response capacities is therefore a national priority.
The Scouts, embedded within the Ministry of Education and Skills Development (MoESD), represent a nationwide network of youth and adult leaders and an effective platform for institutionalizing disaster management (DM), including disaster risk reduction (DRR) and emergency preparedness and response (EPR) practices across Bhutan.
UNICEF’s Regional Office for South Asia (ROSA) has customized a regional DM badge that can be contextualized and integrated into the national scouting curriculum and leadership pathway that exists in the school. This initiative aims to equip Scout Focal Teachers/Scout Adult Leaders, Scout Troop Leaders and Community-Based Scouts with the knowledge and tools to lead preparedness, outreach and coordination with the Scouts and Sports Division, Department of Education Programmes and Department of Local Governance and Disaster Management (DDM/NDMA), including in the case of an emergency.
The consultant will support the full national rollout of the DM badge by contextualizing the toolkit, facilitating multi-stakeholder validation, and leading capacity development through national and regional-level trainings.

How can you make a difference? 

Purpose of Activity/Assignment:

The purpose of this consultancy is to operationalize the DM badge in Bhutan by developing a contextualized toolkit and facilitating its validation and rollout through a training of trainers (ToT) and three regional-level ToTs.
  • Contextualize the DM badge toolkit for the Bhutanese hazard profile and national DM protocols.
  • Lead the organization and facilitation of the national validation workshop and finalize the toolkit.Build DM leadership among Scout Focal Teachers/Scout Adult Leaders, Scout Troop Leaders and Community-Based Scouts through one national Training of Trainers (ToT) including simulation in Thimphu and support three regional-level ToT trainings.
Scope of Work and Key Responsibilities:
The consultant will deliver the following deliverables:
1. Toolkit Contextualization and Production
  • Review the Regional Disaster Management (DM) Toolkit badge and contextualize it for Bhutan’s hazard profile, identify existing framework and align to the country existing framework.
  • Adapt and draft all components of the Bhutan DM Badge Toolkit (manuals, facilitator notes, youth activities, simulation annexes).
  • Ensure accurate alignment with MoESD and Department of Local Governance and Disaster Management protocols.
  • Prepare print-ready files for Scout and Sports Division, MoESD.
2. Validation Workshop (National Level)
  • Plan, organize, and facilitate the validation workshop with Scouts and Sports Division, MoESD, DLGDDM/NDMA, UNICEF and key partners for customization of the DM Toolkit.
  • Arrange consultations (agenda, invitations, venue, materials, reporting, etc.) workshops.
  • Consolidate feedback and finalize the Bhutan DM Badge Toolkit.
3.  National Training of Trainers (One ToT)
The consultant will fully manage and facilitate a 5-day ToT for approximately 30 Scout Focal Teachers and Community-Based Scouts.
Responsibilities include:
  • Draft the ToT agenda, session designs, facilitation packages, and participant materials.
  • Coordinate all logistics: invitations, venue, accommodation, travel, materials, pre/post-tests.
  • Co-facilitate the ToT with Scout and Sports Division officers/trainers.
  • Adjust content after the first ToT to strengthen the regional ToTs.
4. SIMEX (Simulation Exercise)
  • Review and adapt SIMEX scenarios for the Bhutan context.
  • Draft SIMEX guidance, safety notes, roles and responsibilities.
  • Organize all logistics for SIMEX implementation.
  • Provide on-site technical support and prepare an After-Action Brief.
5.  Regional ToTs training roll out to more Scout Focal Teachers/Adult Scout Leaders and Community-Based Scouts in 3 regions- East, West and Central
  • Facilitate and coach on-the-job for the first regional ToT to train Scout Focal Teachers.
  • Support Scout Division to roll out three regional-level ToTs to train more Scout Focal Teachers/Scout Adult Leaders.
  • Provide quality assurance tools (checklists, Monitoring and Evaluation forms).
  • Documentation: Consolidate training records, photos, coaching notes and lessons learned

Duration of Contract: 60 working days spread over 2.5 months

Travel: International travel is not foreseen for this assignment. However, local travel within the country will be required. The travel cost should be incorporated in the financial proposal. 

Payment terms and conditions:

The consultant’s payment terms and conditions are specified below upon certification by UNICEF's M&E Officer that all deliverables have been satisfactorily submitted and the feedback and comments incorporated. The final payment to the consultant will be made after successful completion of all deliverables and submission of consultancy performance appraisal.

  1. 20% upon submission and endorsement of Bhutan-contextualized DM Badge Toolkit (digital and print-ready) and distribution plan.
    Validation workshop package (agenda, list of participants, facilitation materials, workshop report, finalized toolkit).
  2. 40% upon submission and endorsement of National ToT training package (agenda, slides, facilitator guide, participant materials, pre/post-tests) and 3 Regional ToTs training package (agenda, slides, facilitator guide, participant materials, pre/post-tests).
  3. 20% upon submission and endorsement of Documentation, including SIMEX technical note, TOT report, and After-Action Brief, etc.
  4. 20% upon submission and endorsement of Bhutan-contextualized DM Badge Toolkit (digital and print-ready) and distribution plan.

To qualify as an advocate for every child you will have… 

Minimum requirements:

1. Education Qualification: 

  • Masters/Advanced Degree in Disaster Risk Management, Education, Social Sciences or relevant field.

2. Work experience/Knowledge/Expertise/Skills required

  • Minimum 5 years of experience in DRR/DM, capacity development, humanitarian action or youth engagement.
  • Proven experience in designing and facilitating ToTs or training.
  • Experience working with government counterparts, preferably in education or disaster management.
  • Strong facilitation, coordination and knowledge management skills.
  • Excellent command of Dzongkha and English.
  • Prior experience with similar assignments would be an advantage.
  • Previous experience in for the UN or government institutions especially with MoESD is an asset

Submission of Proposals and Evaluation Criteria

Proposal should include the following:

  1. Motivation letter
  2. Consultant’s full Curriculum Vitae.
  3. Proposed approach and methodology that will be followed in executing the assignment.
  4. A lump sum fee structure, indicating a breakdown of professional fee for the anticipated number of working days, including travel.
  5. Name(s) of collaborator(s) (if applicable) with their full curriculum vitae.
  6. Reference to similar work (final products or links to previous work can be shared along with the proposal if any)

Selection will be done by UNICEF Bhutan as follows:

1. Technical Evaluation (75 points)

  • Academic Background - 10 points
  • Work experience in similar or relevant field - 30 points
  • Proposed methodology, workplan and timeline for the assignment - 35 points

2. Financial Evaluation (25 points)

Procedures and Logistics

  1. The consultant is expected to use his/her computer and work from his/her own workstation and arrange his/her own logistics for the travel.
  2. The consultant will report the progress periodically to the UNICEF's M&E Officer who will monitor the progress, provide further directives and endorse the report.
