How can you make a difference?
Under the general supervision of the Representative, and with the support of the Operations Team, the Deputy Representative Operations serves as a strategic business partner and as the principal adviser on the overall management and operation of the country office. Join our dynamic team and be responsible for ensuring closer ties with the Programme team, Communication team, Field Offices, Private Sector Fundraising and Partnerships team and other members of the Country Management Team. The Deputy Representative Operations will contribute to program and management decisions, including on staff well-being, and ensure smooth running of the operations portfolio. S/he will support the office in mitigating risks and also bring in innovative approaches for greater effectiveness and efficiency of our work for children. S/he will collaborate closely with the Deputy Representative Programmes as well as the field offices’ managers.
Strategic Operations will accomplish this by:
- Ensuring effective coordination and management of the functional areas of operations support: budget, financial and fiduciary management and reporting, HACT, facilities management, administration, supply and logistics management, information and communications technology, digital impact, and safety and security and convening the other functions to arrive at a unified vision. This includes ensuring that all operational reporting requirements are fully met for the office, monitoring compliance with all operational systems and procedures, and ensures integrity in all office financial and other administrative operations.
- Providing leadership in the Country Programme Development process and in the preparation of Annual Management Plans, working closely with the Deputy Representative Programme and the Chief Planning on the affordability analysis, and guiding the internal preparations for the Country Programme Management Plan.
- Acting as a member of the Country and Senior Management Teams, leveraging governance, systems, tools, internal control and oversight to provide regular feedback on risks and achievements of operations functions in the country, while ensuring Results Based Management and implementation using Value for Money criteria.
- Being a champion of UNICEF Country Office through participation in the Indonesia Operations Management Team. This includes advising the UNICEF Representative on Indonesia Country Office engagement in the UNCT Business Operation Strategy, the upcoming Common Back Office (CBO) and Common Premises workstreams, working closely with AP Regional Office and Headquarters and ensuring internal preparations and processes as needed.
- Ensuring quality advice, innovative operational solutions and managerial inputs are provided to Programme, Field offices and PSFR operations in country, promoting efficiency across systems and processes, where applicable, while monitoring and analyzing the operating environment, quickly readjust operations, effectively manage risks, and ensuring business continuity. This encompasses a deep understanding of the business needs underpinning the Country Programme, proactive anticipation of emerging challenges, and the formulation of practical, viable solutions. It requires a solution-focused mindset that consistently generates creative and innovative ideas, while prioritizing efficiency strategies and robust quality assurance measures to ensure sustainable, high-impact outcomes.

To qualify as an advocate for every child you will have…
Minimum requirements:
Education: An Advanced University Degree (Master’s and above) in one of the following areas is required: Business management; Financial management; Accounting; Public Finance; and related operations function (Supply Chain, Human Resources, Information Technology, International Business, Project management, etc.) or a full professional accounting designation (CA, ACA, ACCA, CPA, CIMA, CPFA, Expert Compatible) from an internationally recognized institute/body of accountancy with valid membership in good standing is required.
Work Experience:
- A minimum of 10 years of professional experience, at the national and international level, is required, specifically in advocating and implementing strategic organizational initiatives in one or more operations management area including budget; financial management and reporting; facilities management; administration; supply and logistics management; information and communication technology; human resources.
- Prior experience in the development sector or UN system/ international NGOs would be an asset.
- Prior experience working with or in the private sector, and supporting private sector fundraising, is highly desirable.
- Prior experience in leading / strengthening value for money initiatives is highly desirable.
