Le/la consultant(e) international(e) sera chargé(e) d’appuyer le Gouvernement de l’Union des Comores et l’UNICEF dans l’élaboration d’une stratégie de mobilisation des ressources et l’organisation d’une conférence des bailleurs, afin de financer le Plan stratégique de modernisation de l’état civil 2024–2028.

L’Union des Comores s’est engagée dans une réforme ambitieuse de son système d’état civil en adhérant au Programme Africain d’Amélioration de l’Enregistrement des faits d’État civil et des Statistiques Vitales (APAI-CRVS), initiative continentale de référence pour l’enregistrement des faits d’état civil et la production de statistiques vitales. Cette adhésion traduit la volonté politique du pays de disposer d’un système moderne, fiable et inclusif, garant de l’identité légale, de la citoyenneté et d’une gouvernance fondée sur des données probantes. Consciente des défis persistants — notamment la faible couverture des enregistrements des mariages et décès, la fragmentation des pratiques, l’insuffisance des capacités institutionnelles et l’absence d’un système numérique intégré — l’Union des Comores a validé en 2024 un Plan stratégique de modernisation de l’état civil 2024–2028, aligné sur les orientations de la stratégie nationale « Comores Numérique 2028 ». Ce plan structurel, évalué à environ 10 millions d’euros, constitue la feuille de route pour la transformation globale du secteur.

  • Minimum requirements:
  • Education: Diplôme universitaire (minimum Bac+5) en économie, finances publiques, gestion de projets, administration publique, développement international, sciences politiques, communication ou domaines connexes
  • Une formation complémentaire en mobilisation de ressources ; gestion des partenariats ou planification stratégique serait un atout.
  • Work Experience: Expérience avérée d’au moins cinq (5) ans en partenariats et mobilisation de ressources, incluant l’élaboration et la mise en œuvre de stratégies de mobilisation de fonds, idéalement dans un contexte institutionnel, national ou sectoriel
  • Solide expérience en développement international, financement du développement, gestion de projets ou coopération internationale, avec une pratique avérée du travail avec des pays en développement et des partenaires techniques et financiers
  • Connaissance et pratique des mécanismes de financement des bailleurs multilatéraux (UE, Banque mondiale, BAD, Nations Unies etc…)
  • Skills: Capacité à travailler de manière autonome et en équipe, sous supervision.
  • Language Requirements: Excellente maîtrise du français (écrit et oral) obligatoire, le français étant la langue de travail et de production de l’ensemble des livrables
