                                                         TERMS OF REFERENCE

The purpose of this assignment is to identify and document promising practices on integrated case management for families on economic aid, examine how EMIS and NERSCS are currently used in a coordinated manner to strengthen the case management process across social protection (cash), social care, and interaction with employment services. Furthermore, this assignment will seek to identify practical opportunities to improve coordination between cash, social services, and employment services through better use of electronic registries.

Minimum requirements:

Education:

  • Master’s degree in Social Policy, Social Work, Sociology, Public Administration, Economics, Development Studies, or related fields.

Work experience:

  • At least 8 years of proven professional experience in the area of social protection, social services, employment, labor market.
  • Experience in social protection, employment and integrated case management systems
  • Proven experience in analyzing or designing social assistance programmes, preferably including cash assistance schemes, social services coordination, links to employment and case management approaches for vulnerable families

Language Requirements:

  • Excellent report-writing skills in English and Albanian

Knowledge/Expertise/Skills:

  • Expertise in policy analysis, research, and stakeholder consultation
  • Strong experience conducting analytical studies, policy reviews, and qualitative research (desk review, interviews, workshops), including facilitation of multi-stakeholder consultations and validation workshops.
  • Knowledge of digital information systems in social services
  • Demonstrated experience assessing or working with management information systems (MIS) or registries used in social protection, employment, or social care services, including data integration and coordination mechanisms between institutions.

Desirables:

  • Experience with UN agencies, local government

Technical proposal:

  • maximum 5 pages, responding to the requirements of the ToR, indicating clearly:
    • the local and central context for undertaking the tasks,
    • methodological approach to engaging with the key stakeholders
    • Plan of Activities and clear timeline for completion of key deliverables following the ToR requirements.
