SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST
Within the Information Communication & Technology (ICT) Executive Directorate, the Project Management Office (PMO) reports directly to the Chief IT Governance Officer (CITGO) and leads the Agile PMO which provides portfolio governance, project and program oversight, and agile delivery enablement across all ICT Tribes and Squads. The PMO also supervises the IT Project Management Competency Centre, which delivers skilled resources and maintains project management and agile delivery standards.
The Senior Information Technology (IT) Project Manager reports directly to the Head of IT Project Management Competency Centre and:
- acts as a referent for IT Project Managers. He inboards them and provides methodological and escalation support.
- handles specific programs and large/strategic IT projects from project scope to Go-Live, with the aim of achieving an optimum result compliant with requirements formulated by the Business as regards to Quality (including performance and security), Time, Costs and Risks.
- coordinates in affected projects the different resources involved.
- is in charge of leading the IT project methodology and tooling evolutions.
- in coordination with the contract management team, leads framework agreements scoping, sourcing and execution.
PRINCIPAL DUTIES AND ACTIVITIES
DUTY 1 – Developing the project methodologies and tooling
- Perform gap analysis of the Organization project methodologies and tooling and co-develops with the IT Project Manager team the target.
- Lead the deployment and change management for new tools and methodologies.
DUTY 2 – Scoping projects
- Work with IT PMO team to assess Concept Notes and provide project plans, resource estimation and cost evaluation on relevant projects.
- Review with the IT Project Manager the initial project assessments (cost evaluation, technical feasibility, risk assessment, expected SLA) when required.
DUTY 3 – Managing Specific Programs and Large/Strategic Projects
- Define and follow up the project plan, deliverables, budget and risk register.
- Mobilize the contributors to the projects (business team, ICT team and external partners) towards shared objectives.
- Supervise and coordinate, within each project, all actions assigned to internal IS teams, external consultants or contractors.
- Supervise all aspects of the execution phase including the production of key project documentation and deliverables (including product documentation such as architecture, hardware and software).
- Provide regular progress status reports to his/her hierarchy and key project stakeholders (e.g. Business owners, external sponsors, etc.).
- Track deviation and lead the team in identifying remediation and optimization opportunities.
- Ensure that the project methodology chosen is applied (Scrum by default).
- Responsible for checking all pre-requisites / conditions are met to trigger Go-Live and is responsible for ensuring / providing all required training materials / awareness sessions and support documentation to the IS Operations teams.
DUTY 4 – IT Project Manager mentoring
- Participate to IT Project Manager in-boarding (context, process, methodologies, tools, etc.).
- Ensure adoption of tools and methodologies by IT Project Managers.
- Supports IT Project Managers during projects execution, especially for initiation and escalation.
DUTY 5 – Sourcing
- Participate in procurement process when relevant, including bids evaluations and presenting results to the Procurement Committee.
- Responsible for IT aspects execution of the contract with the selected bidder.
- Lead for the team the framework agreements life cycle (scoping, consultation, execution, renewal, vendor meetings, etc.).
