The Emergency Specialist coordinates overall North Kivu emergency preparedness and response. Responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions to ensure the survival and well-being of children and mothers and affected communities in emergency. Also provides coordination and support for policy and programme planning and management in UNICEF supported emergency programme.

How can you make a difference? 

Under the guidance and supervision of the Emergency Manager, P-4 in Goma, DRC, the candidate will coordinate the preparation and implementation of the UNICEF Rapid Response (UniRR) program.

Directly responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions in the framework of UniRR to ensure the survival and well-being of children and mothers, and the affected communities in an emergency. Provide coordination and support for policy and program planning and management of the UniRR program in support of the Government of DRC. Oversee the activities of the internal UNICEF UniRR task force.

Thanks to the incumbent’s technical guidance and coordination, UniRR program is delivered in a proper, coordinated, cost-efficient and adequate manner.

1.Summary of key functions/accountabilities:

1.Unicef rapid response (UniRR) Intervention

1.1 Ensure qualitative, solid and efficient implementation of UniRR program in close collaboration with UNICEF field offices, related UNICEF sections and partners, and external stakeholders.

1.2 Ensure UNICEF Country office has oversight of the overall humanitarian context in Eastern DRC.

1.3 Ensure appropriate management of partnerships with implementing partners, authorities and donors including the management of funds and grants attributed to UniRR program.

1.4 Ensure appropriate monitoring, management and dispatch of all resources (supplies and funds) related to the UniRR program.

2.Coordination and context monitoring

2.1 Consistent flow of information on the humanitarian context is effectively maintained in the East and in the provinces where UNICEF is implementing UniRR.

2.2 Coordination is ensured within the UNICEF office, humanitarian partners, other rapid response mechanisms and authorities (health, nutrition, humanitarian affairs)

3.Staff technical supervision

3.1Within the emergency section, and the field offices ensure technical supervision of the UniRR program focal points and support related emergency sections at the Eastern DRlevel. Provide exemplary supervision and leadership, motivating and developing supervised staff to perform at their best and live the core values.

To qualify as an advocate for every child you will have…

Minimum requirements:

Education:

•Advanced University degree (master’s or higher) in one of the following fields: international law, public health in emergency, nutrition, WASH, international relations, humanitarian action, or other related disciplines. Preferably a combination of management, administration, and relevant technical fields

Experience:

Five (5) years of progressively responsible professional work experience in developing countries in planning, implementing, and monitoring of emergency programs with either NGO, UN and/or IO in humanitarian context is mandatory

At least two years working at international level in complex emergency situations implementing emergency programmes, including at least one year working at field level.

At least two years of proven experience in implementing Rapid response program in the context of recurrent population movement and public health emergencies is mandatory.

Proven experience in supply and budget management is mandatory

Experience in multi-stakeholder co-ordination and facilitation

Professional experience in developing data management tools and survey tools is an asset

Experience as a trainer is an asset

Proven Eastern DRC region work experience is an asset

Specialized training/experience in emergency response management is highly desirable.

Language:

Fluency in spoken and written French and working proficiency in written and spoken English. Local working language of the duty station is an asset.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
