1. Project Background
OPD is expanding its digital capabilities to support a growing portfolio of climate-aligned facilities. As climate finance operations expand, there is a need to establish a scalable digital solution and data ecosystem that supports the full lifecycle of facility operations, from project development and review processes for portfolio management, results monitoring and reporting.The initiative aims to strengthen:⢠End-to-end lifecycle management for climate facilities⢠Development of robust data architecture, governance, and analytics capabilitiesTo support this effort, OPD seeks a consultant to lead the design and alignment of digital solutions, data architecture, and other enhanced capabilities to enable efficient operations
2. Objectives of the Assignment
The objective of this assignment is to support the design and implementation of an integrated digital solution and framework for climate facilities.The Consultant will:⢠Align business processes, digital solutions, and data architecture to support lifecycle management of climate facilities⢠Ensure the proposed digital solution is scalable, and interoperable⢠Strengthen results tracking and reporting capabilities aligned with MDB standards⢠Establish data governance structures and capabilities to support strategic decision-making⢠Facilitate stakeholder alignment and adoption of new digital processes and tools
3. Scope of Services
A. Digital Solution Architecture and Lifecycle Design⢠Lead the translation of operational processes into digital lifecycle workflows for climate facilities⢠Integrate governance and review processes into digital workflows⢠Define functional requirements and guide solution design and system enhancementsB. Results Framework and Data Model Design⢠Support integration of Logical Frameworks, Theory of Change (ToC), and MRV structures into the digital solution⢠Define data models and reporting structures for indicators, baselines, targets, and results⢠Ensure alignment with MDB climate metrics and reporting requirementsC. Stakeholder Alignment and Change Enablement⢠Engage with business units, technical teams, and data owners to align requirements and priorities⢠Facilitate coordination across departments supporting climate facility operations⢠Support adoption of new digital workflows and data practices through clear guidance and documentation

Qualification Requirement
1. Education Requirements⢠Master's Degree: An advanced degree (Master's or PhD) in Information Technology, Computer Science, Public Policy, Business Administration (MBA), Development Studies, or a related field is typically required.⢠Alternative: A bachelor's degree in combination with 2 additional years of qualifying experience may be considered in lieu of an advanced degree. 2. Relevant Experience⢠Experience Level: Generally, a minimum of 5 to 8+ years of professional experience in digital transformation, IT strategy, or technology consulting, specifically within the public or social sector.⢠MDB or International Organization Operations: Familiarity with MDB project cycles, operational policies, or procurement frameworks is highly desirable.⢠Change Management: Proven track record in implementing change management strategies (e.g., resistance management, stakeholder engagement) to support technological adoption, rather than just technology delivery. 3. Key Skills and Technical Competencies⢠Digitalization: Experience with digital governance frameworks, and IT Service Management (ITSM).4. Preferred Certifications⢠Change Management: Certified Change Management Professional (CCMP), Prosci Certification.⢠Digital/Project Management: PMP (Project Management Professional), TOGAF (for enterprise architecture), ITIL, or specialized Digital Transformation certifications. 5. Languages⢠English: Fluency is required.
