How can you make a difference?  

The purpose of this consultancy is to co‑create, with federal and provincial stakeholders, a costed National SBC Strategy that (a) mainstreams SBC across national systems and social sector programmes, (b) prioritizes eight high‑impact family care behaviours and selected social norm shifts, (c) defines key strategic building blocks, including institutionalization of community engagement (d) embeds a behavioural science led research, monitoring and evaluation and knowledge management system aligned to national data platforms, and (e) includes a 3‑year operational and financing plan. cope of Work and Key Tasks

Under the supervision of the Chief of Social and Behavior Change (SBC) section, and in close coordination with relevant UNICEF sections, Government counterparts, and partners, the consultant will undertake the following key tasks: (See TOR for details)

  • Stakeholder Mapping and Consultations
  • Strategy Development
  • Implementation, Monitoring and Learning Framework

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Master's degree in Social and behavioral science, including sociology, political, cultural, linguistic anthropology, development studies, including community development, and/or related social sciences is required.
  • Work Experience: Minimum 10–12 years of progressively responsible experience in SBC policy, strategy design, systems strengthening, and behaviorally informed programming at national or multi‑country level. It may include but not limited to applied behavioral science (human‑centered design (HCD), social norms analysis, behavioral insights, qualitative & quantitative behavioral research, evidence synthesis) and translation into strategy development process in complex development and humanitarian contexts.
  • Skills:
    • Demonstrated experience in developing national or large-scale SBC or communication strategies, BeSD, HCD, or similar behavioral frameworks.
    • Familiarity with UNICEF’s mandate and Global SBC Framework.
    • Prior experience working with Government and UN agencies in Pakistan or similar contexts is an asset.
  • Language Requirements: English
  • Desirables: Experience of working with government and the UN system will be preferred
