The consultant will provide technical, operational, and administrative support to UNICEF Philippines' Climate, Environment and Resilience (CER) Section/Emergency Unit to strengthen humanitarian preparedness, capacity building, knowledge management, and emergency response support in line with UNICEF's Core Commitments for Children in Humanitarian Action (CCCs). Technical support will include assistance in risk analysis, preparedness & response planning, Emergency Preparedness Platform (EPP) benchmark tracking, emergency documentation, standby partnership readiness, anticipatory action inputs, emergency reporting, & field assessment or coordination support. Operational & administrative support will include inter-section coordination, follow-up on preparedness actions, simulation & training support, maintenance of action trackers, organization of meetings & workshops, consolidation of inputs, records management, preparation of materials, & logistical follow-up related to preparedness & response activities. Given the Philippines' high exposure to natural hazards, climate-related risks, public health emergencies, & conflict-related displacement, UNICEF requires sustained support to ensure that preparedness & response systems remain functional, coordinated, measurable, & responsive to the needs of children & vulnerable populations. The assignment will make a practical contribution to UNICEF Philippines' preparedness & response capacity through updated risk analysis & preparedness planning inputs, completed preparedness benchmarks, organized emergency documentation, timely emergency reports & briefing materials, documented training/simulation outputs, maintained action trackers, & field-level coordination or assessment support where required.

Scope of Work:
Based on guidance from the supervisor and in collaboration with programme and operations colleagues, the consultant will provide practical implementation support to the CER/Emergency team. The assignment will focus on measurable preparedness and response outputs that strengthen UNICEF's operational readiness, government-led emergency response support, partner coordination, donor accountability, and timely humanitarian decision-making.
1. Support emergency preparedness and response planning, including:
a. Updating the Country Office emergency risk analysis every six months as part of the UNICEF Emergency Preparedness Platform (EPP), covering priority humanitarian risks relevant to UNICEF Philippines, including natural hazards, climate-related risks, public health emergencies, and other situations affecting children and vulnerable populations.
b. Reviewing and updating existing Emergency Preparedness and Response Plans for the Country Office and Mindanao Field Office, based on evolving risks, lessons learned, preparedness benchmarks, operational readiness gaps, and emerging emergency scenarios.
c. Supporting the completion and tracking of Minimum Preparedness Standards benchmarks and related action plans.
d. Supporting the development and finalization of Humanitarian Programme Documents (HPDs), standby/contingency arrangements, and SOPs for HPD activation, including inputs for PRC review where required.
e. Supporting humanitarian proposal development and anticipatory action inputs, including consolidation of technical and operational information.
f. Collecting, collating, and organizing data and information to prepare briefing notes, presentations, fact sheets, FAQs, background notes, and data tables for emergency preparedness, response, donor communication, inter-agency engagement, and government coordination.
2. Consolidate emergency information and reporting inputs.
Support the Emergency Unit in consolidating technical emergency content, field information, operational updates, and documentation inputs for consolidated emergency reports, donor reports, situation reports, documentation reports, and related materials. This role will not replace PME or T4D responsibilities; final design, data quality assurance, and formatting functions will remain with the relevant teams as applicable.
3. Support capacity-building activities for staff and partners.
Support the roll-out of emergency-related trainings, workshops, and simulation exercises by preparing session inputs and materials, coordinating participant lists and logistics, documenting proceedings, compiling feedback, and tracking follow-up actions. Activities may cover Accountability to Affected Populations, Gender in Emergencies, Emergency Preparedness and Response, and Simulation Exercises for UNICEF staff, emergency focal points, standby partners, government counterparts, and sector partners.
4. Support coordinated use of emergency preparedness and response tools.
Coordinate with CER, programme sections, PME, and KIDDS to support the use of tools relevant to emergency planning, monitoring, reporting, and implementation. These may include risk analysis and planning templates, preparedness benchmark trackers, emergency reporting templates, rapid needs assessment tools, Humanitarian Performance Monitoring tools, emergency supply tracking tools, partner readiness/contingency trackers, and knowledge management tools.
5. Provide defined surge support for humanitarian preparedness and response tasks.
This may include preparation of emergency briefing packages, meeting documentation, action tracking, after-action review support, urgent consolidation of inputs during activation, and ad hoc coordination support directly related to emergency events or preparedness actions.
6. Support field-level emergency assessment and coordination, if required.
Travel to crisis-affected areas for needs assessment, coordination, documentation, and technical support, subject to operational need, security, and supervisor approval.

5. Support coordinated use and follow-up of emergency preparedness and response tools, including RNA, HPM, emergency supply, benchmark tracking, partner readiness, and knowledge management tools.

Minimum Qualifications Required:
- Bachelor's Degree in Public Administration, Development Studies, Environmental Management, Community Development, or any Health or Social Science-related course.
Knowledge/Expertise/Skills Required:
- Strong knowledge of humanitarian action, emergency preparedness and response programming.
- Good understanding of UNICEF’s Core Commitments for Children in Humanitarian Action (CCCs) and humanitarian coordination mechanisms.
- Demonstrated experience in preparedness planning, rapid assessment, emergency reporting, capacity building, and knowledge management.
- Strong analytical, drafting, reporting, coordination, and facilitation skills, with the ability to work across sectors and with diverse stakeholders.
- Ability to manage multiple priorities, work under pressure, and adapt to evolving emergency contexts.
- Excellent written and spoken English and Filipino are required; proficiency in Microsoft Office is essential. Previous experience working with UNICEF Philippines Country Office (PCO), will be an added advantage.
