SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

Within the Executive Directorate for Police Capabilities (EDPC)/Operational Support and Analysis Directorate (OSA), and under the supervision and guidance of the management, the incumbent will perform his/her role in the INTERPOL Border Management Programme. The Integrated Border Management Task Force (IBMTF)is the central point of contact for coordination of international border security activities at INTERPOL, offering assistance to member countries to enhance their own border security and integrate their efforts with those of their neighbors and international community. The incumbent’s duties will include research on policing issues and crime trends that impact law enforcement efforts and international police cooperation at the national, regional, and global levels. The incumbent will work in close collaboration with other internal and external stakeholders to develop materials supporting the delivery of Operations and training workshops related to border management.

PRINCIPAL DUTIES AND ACTIVITIES/PRINCIPALES MISSIONS ET ACTIVITÉS

DUTY 1 Assistance to member countries

  • Launch and monitor the planning and organization of activities based on the needs of National Central Bureaus (NCBs).
  • Prepare briefing documents and summary reports related to the ongoing activities by describing deliverables, outcomes and recommendations.
  • Prepare and submit written communications and briefings, review regularly documentation such as Standard Operating Procedures (SOP); make oral presentations as appropriate; complete and submit reports relevant to the activity; and prepare any additional documents as necessary or as directed by the hierarchy.

DUTY 2 Research and outreach

  • Organize or participate in meetings and/or conferences, specifically but not limited to a specific crime areas/activity/project (including support in preparing draft agenda, circular letters, invitations to specialist speakers, arranging facilities of meetings, etc.).
  • Carry out associated research supporting meetings and events (such as but not limited to training, seminars, workshops, meetings, etc.) related to border management.
  • Ensure outreach and liaison with internal and external stakeholders, logistical and general administration of meetings and activities.

DUTY 3 Capacity building

  • Assess specific training and capacity-building needs of member countries.
  • Develop specialized training courses for member countries (agenda, curriculum design, content, lesson plans and deliverable outcomes).

DUTY 4 Analysis, tracking and follow up

  • Analyze pertinent information and disseminate as appropriate, link items of information in order to develop trends and strategic initiatives as necessary.
  • Liaise closely with experts in their specialized fields in member countries and external organizations.

 

DUTY 5

  • Perform any other duties as required by the hierarchy.

QUALIFICATIONS, COMPETENCIES AND SKILLS/QUALIFICATIONS, COMPÉTENCES ET APTITUDES

 

Education and qualification required:

  • Minimum of three to four years’ completed university degree required in a relevant domain.

 

Experience required:

  • Minimum three years’ relevant experience in law enforcement related to the fight against criminal activities, related research and activities related to transnational crimes.
  • Proven experience in international police co-operation.
  • Proven experience in the development and delivery of strategy and / or policy reports as well as operational procedure.
  • Proven experience in organizing major events, or training activities.

 

languages:

Excellent command of English is required.

  • Proficiency in a second official working language of the Organization (Arabic, French or Spanish) would be an asset.
  • As this position is coordinating operations in Central Asia, knowledge in Russian language would be an additional asset.

Abilities required:

  • Sound operational knowledge related to transnational crimes.
  • Proven competencies related to transnational crime matters and supporting multi-agency and regional collaboration.
  • Strong technical knowledge in one of the crime areas in terms of training, operational policies and analytical skills,
  • Ability to think/plan operationally and strategically.
