Mission
Geneva Call is a neutral and impartial non-governmental organisation dedicated to promoting respect by Armed Groups, De Facto Authorities (AGDAs) and Provisional Governments for international humanitarian norms, in particular those related to the protection of civilians. Geneva Call focuses its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, working towards the elimination of gender discrimination, protecting civilian infrastructure, and ensuring humanitarian access.
Role
This role has two core functions to deliver in coordination with the Finance Coordinator: First, the efficient management of finance and accounting services for Geneva Call, including cash flows, payments, reporting, and compliance on finance and accounting matters.
Second, providing administrative, operational, and HR support to Geneva Call’s work in Syria, including undertaking procurements, office administration, supporting HR processes and documentation, and maintaining the fixed asset register.
Work Relations
Reports to the Finance Coordinator and works closely with HQ Finance, HR, and Logistics teams, as well as country program staff.
Duties and Responsibilities
Financial Accounting & Compliance
- Maintain accurate daily payment ledgers for cash, receipts, adjustments, advances, accruals, and balance sheet items.
- Record transactions in the accounting system (Continia) for review and approval by the Finance Coordinator – Syria.
- Conduct monthly reconciliations, update Summary of Transactions (SOT) reports, and ensure timely payroll processing.
- Verify compliance with donor and organisational requirements before issuing Purchase Orders.
- Prepare monthly financial reports with complete supporting documentation and maintain updated cash books.
Compliance, Reporting & Audit Support
- Ensure proper supporting documents and systematic filing for all transactions.
- Conduct due diligence checks on suppliers, vendors, staff, and partners before financial commitments.
- Support internal and external audits, including donor-specific audits and statutory requirements.
- Track and manage fund transfers (including Hawala) to the field and monitor advance clearances.
- Maintain adherence to Geneva Call’s financial procedures and donor regulations.
Administration & Logistics
- Execute local procurements in a transparent and accountable manner.
- Manage vehicle fleet and transportation arrangements for staff and program needs.
- Maintain updated contracts for office and guesthouse, ensuring facilities are functional and well-kept.
- Keep the fixed asset register accurate and current.
- Oversee proper filing for contracts, procurement documents, and administrative records.
- Support in the logistical organization of trainings and other public events convened by programme staff.
Human Resources Support
- Provide local HR/Admin Support to the HR Coordinator on but not limited to onboarding and inductions, payroll and tax administration, exit process etc. as may be requested.
Coordination & Other Duties
- Participate in relevant coordination meetings and workshops related to finance, HR, administration, and logistics.
- Support program teams with activity reporting and provide training on administrative procedures.
- Prepare accurate monthly cash flow forecasts in collaboration with field teams.
- Perform any other duties as assigned by the Finance Coordinator or Program Coordinator.
Requirements
Education (Essential)
- Completed Higher Education in relevant field such as management, or Finance, commerce.
Experience (Essential)
- 3+ years of relevant finance experience.
- Knowledge of accounting principles, donor compliance and audits.
- Experience preparing financial reports and forecasts.
Experience (desirable)
- Experience working within an INGO or NGO.
- 2+ years of experience with accounting systems.
Job-related Competencies
- Strong knowledge of financial accounting principles, donor compliance, and INGO finance regulations.
- Proficiency in Continia or similar online accounting software and advanced MS Excel skills.
- Excellent organisational skills and attention to detail in record-keeping.
- Strong communication and interpersonal skills with ability to work with remote teams.
- Ability to work independently, take initiative, and maintain confidentiality.
