Established in 2016 and headquartered in Beijing, AIIB invests in sustainable infrastructure and other productive sectors in Asia and beyond, partnering with public and private sector clients to mobilize capital and expertise for transformative projects.The Henan Flood Emergency Rehabilitation and Recovery Project (The Project)The extreme rainfall events in July 2021 caused severe flooding in Henan Province of China and led to disastrous impact on local economy and society. Given the socio-economic damage caused by the flooding and the reconstruction needs of the government, AIIB has approved an emergency loan to the Chinese Government in 2021, which supports the post-disaster rehabilitation and recovery of water, urban and transport infrastructures in three cities: Zhengzhou, Xinxiang and Jiaozuo, as well as to improve the government capacity in climate induced disaster risk management in the future.
2. Objectives of the Assignment
The Project is seeking a Consultant specialized in Flood Risk Management and Disaster Reduction, to ...be a member of the Project Team, to support the subproject preparation and implementation. The selected candidate will provide technical consultancy focusing upon integrated river and drainage management, flood risk management, (flood) disaster emergency response and disaster reduction. The consultant will report to the AIIB Project Team (PT) and under AIIB PTâs guidance, carry out due diligence and assessment on the country system in the aspect of procurement, as well as other tasks for the preparation and early implementation of the Project. As requested, the Consultant may be assigned to support other projects for flood risk management or other relevant areas.
3. Scope of Services
The Consultant will provide technical consultancy focusing upon integrated river and drainage manage...ment, flood risk management, (flood) disaster emergency response and disaster reduction. He will be responsible to:At Subprojects Preparation Stage⢠Work closely with the Project Teams to provide professional consultancy to the Project, including but not limited to, project proposal, technical design, packaging, phasing and optimization of subprojects, BoQ and cost estimates, investment and financing plan, justification of the projects in compliance with AIIBâs policies and national/local laws and regulations, as well as in line with the relevant national, provincial or local regulations and master plans.⢠Provide technical support to other aspects of the project preparation, including but not limited, to environmental & social, procurement, and financial management whenever needed. ⢠Help the Project Team in the loan approval process whenever technical support, clarifications, advice, and opinions are needed. At Subproject Implementation Stage⢠Support the Project Team to provide implementation support including supervision and monitoring to the PIEs.⢠Help the Project Team manage, oversee, assess the Projects and provide professional advice in the project implementation with a focus on flood risk management related subprojects.⢠Provide technical consultancy for problems or issues (if any) concerning including but not limited to: change and variation of technical design (if any), project quality, time over-run, budget over-run, and all other issues relevant or in connection with technical considerations.⢠Help the Project Team in communication, discussion and negotiation with the governments, authorities, PMOs, and PIUs concerning the Project implementation and progress.As requested, the Consultant may be assigned to support other projects or business development activities, for providing technical review of related areas.

Qualification Requirement
⢠Minimum of a Masterâs degree (or equivalent) in Hydraulic Engineering, Water Resources Management,... Geotechnical Engineering, Civil Engineering or other related areas;⢠Minimum of 15 years of work experience in flood risk management, integrated river management, hydropower projects, water resources management, disaster control and related field; preferred to have experiences in projects of national importance.⢠Project experience with Multilateral Development Banks and at least one MDB project experience.⢠Good understanding of the policies, regulations, procedures and country system in the aspect of flood risk management, water resources management, disaster control, etc.⢠Demonstrated abilities in conducting comprehensive technical assessments.⢠Language requirement: Chinese and Fluency in English is preferred.
