1. Project Background
The Sustainability and Fiduciary Solutions Department (SFD) supports AIIBâs commitment to sustainabl...e development, by implementing its sustainability and fiduciary governance policies in the Projects it finances. The Financial Management (FM) Team is a part of SFD and plays a client-facing role. FM Specialists/Consultants work closely with Project Teams to provide Financial Management support to AIIB-financed operations. They are responsible for conducting due diligence assessments during Project preparation, providing support during project implementation and at Project closing.
2. Objectives of the Assignment
Considering the growing portfolio in Indonesia, AIIB is seeking the support of a Financial Managemen...t Consultant to carry out financial management (FM) tasks and responsibilities related to AIIB-financed operations in Indonesia under the guidance of the assigned FMS.
3. Scope of Services
⢠Provide FM support to FM Specialist and project teams on project preparation, implementation and c...losing, including assessment of the adequacy of the project implementing agencies' project financial management capacity and arrangements, such as activity planning and budgeting, internal controls, funds flow, accounting and financial reporting, auditing, Institutional and staffing.⢠Assess the selection and engagement of auditors, ensuring suitability including their independence, and competence to perform; and ensure the borrower/Project Implementation agencies provides auditors with all relevant information to carry out their engagement.⢠Review audited annual and unaudited periodic financial statements received, monitor borrower's compliance with financial covenants and provide advice to project teams, management, and borrower as appropriate.⢠Support the FM team and participate in project supervision missions as needed to support in monitoring the adequateness of the FM arrangements and review and resolve FM related issues ⢠Support the FM Team and Borrowers to strengthen compliance practices and participate in capacity-building initiatives.⢠Support the FM team in the research work of Public Financial Management areas and portfolio related matters.

5. Implementation Arrangement
The consultant will work remotely from Headquarters (preferably based in Indonesia) to support the F...M team in conducting due diligence, monitoring FM related legal covenant (IUFR and audit compliance), reviewing audit and financial reports, providing other required input to the FM team based in HQ, Beijing, assisting FM team to do necessary research and analysis work.

6. Support to the Consultant by the Bank
Documents and data will be made available to the consultant, and logistic arrangements for business ...trips, when required.The Consultant shall maintain confidentiality of all information obtained during the assignment and shall not disclose it without prior authorization. The Consultant shall also submit a self-declaration confirming the absence of any actual or potential conflict of interest.
7. Knowledge Transfer and Training
The consultant will be required to assist FM team to conduct training sessions on Financial Manageme...nt requirement and good practices for the Borrower/Implementing Agencies when needed.
Qualification Requirement
Relevant educational background in Public Financial Management, Accounting, Finance, Audit, etc. At ...least 5 yearsâ working experience with MDB financed operations.Minimum 7 yearsâ experience in audit and financial reporting. Necessary knowledge and experience in application of International Financial Reporting Standards (IFRS), International Public Sector Accounting Standards (IPSAS), International Standards on Auditing (IAS), or International Standards of Supreme Audit Institution (ISSAI).Demonstrable analytical, organizational, and data management skills, with strong attention to detail, accuracy, and problem-solving abilities in managing compliance data.Familiarity with the PFM system and arrangements in Indonesia is an advantageEither professional (e.g. CPA) or academic qualifications (Bachelor or higher degree) in accounting, auditing, finance, financial management or related academic fields. Proficient oral and written communication skills in English and Bahasa Indonesia.
