Duties and Responsibilities
Under the supervision of the project officer - SDD, the individual contractor will support the strategic evolution of the TiSSTAT platform through documentation migration, button generator development, UI/UX redesign, as well as country deployment and version maintenance as follows 1. Migration to ASCIIdoc Convert the existing MS Word user manual and installation guide to ASCIIdoc, ensuring a modular structure and clear file organization to support scalability and multi-language management. 2. Development of a button generator Design and implement a button generation tool that dynamically pulls translations from Tolgee and uses a predefined button library to maintain visual consistency across all documentation. 3. Redesign of questionnaire and software Interface (v1.6 and v2.0) Deliver a complete UI/UX redesign of the questionnaire (logic, layout, and user flow) for both versions 1.6 and 2.0, while preserving or improving existing logic. Implement the redesigned interface in both versions with backward compatibility, perform cross‑version consistency checks, and produce updated UI documentation. 4. Deployment and implementation of TiSSTAT in Bhutan, Indonesia, Mongolia, and Papua New Guinea (this list will be further adjusted during the first phase of the project implementation). 5. Maintenance and support of TiSSTAT Version Monitor and resolve full‑stack bugs reported for TiSSTAT, apply critical security patches and dependency updates, and ensure compatibility with existing infrastructure. Respond to support requests in a timely manner (including database, API, and frontend issues), maintain technical documentation for the version, and collaborate with the version 2.0 team to backport essential fixes when needed.
Qualifications/special skills
Advanced university degree, Master, in IT software engineering. Specialization in mathematics or statistics is required Proven, hands-on experience with Angular, Spring Boot (Java), and MS SQL Server, including full-stack development and maintenance of production applications. Additional required expertise includes ASCIIdoc for documentation, Tolgee (or similar translation platforms), multi-version software management, UI/UX redesign based on user feedback, and experience providing ongoing technical support is required At least 7 years of proven experience in developing and maintaining content applications using Angular and backend services with Spring Boot (Java) is required At least 7 years of experience working with MS SQL Server, including designing complex queries, writing and optimizing stored procedures, managing database schemas and ensuring data integrity and performance is required At least 7 years of proven experience in migrating and managing technical documentation using ASCIIdoc, including setting up build pipelines (PDF, HTML), organizing modular documentation structures, and enabling multilingual workflows through integration with translation platforms such as Tolgee is required At least 7 years of experience providing ongoing maintenance and technical support for production software, including bug tracking across full-stack applications (frontend, backend, database), applying security patches and dependency updates, managing support requests, and maintaining technical documentation for legacy software versions is required At least 7 years of proven experience in UI/UX redesign based on user feedback, collaborating with stakeholders, implementing redesigned interfaces with backward compatibility, and producing updated UI documentation is required
