We Effect is a development organisation founded by the Swedish cooperative movement in 1958 to support the development of democratic organisations and societies. In our international development cooperation programmes, we are applying a human rights-based approach supporting people living in poverty to secure their rights.

 We Effect is now recruiting a Programme Officer – Monitoring and Evaluation for the IMPACT Programme in Uganda. The position is part of the Programme Unit in the Eastern Africa region and is based in a programme district in Uganda with frequent field travel. This is a fixed-term position aligned to the duration of the programme. Start date as soon as possible.

Main responsibilities

The Programme Officer – Monitoring and Evaluation will support the design, implementation, coordination, and strengthening of the IMPACT Programme’s monitoring, evaluation, reporting, and learning systems. The role will ensure that high-quality data is collected, verified, analysed, and used to track results, inform programme adjustments, strengthen accountability, and communicate programme achievements. Working closely with programme staff and partners, the position will help build a strong culture of results-based management, evidence use, and adaptive learning across the programme.

About you

You are an organised and analytical professional with strong attention to detail and a commitment to high-quality data and evidence-based programming. You can work with both quantitative and qualitative information, interpret results clearly, and present findings for technical and non-technical audiences. You are comfortable supporting partners and programme teams on reporting requirements, data quality standards, and learning processes, and you can manage deadlines while working collaboratively across different stakeholders.

Required qualifications

·        Bachelor’s degree in Monitoring and Evaluation, Statistics, Development Studies, Economics, Social Sciences, or a related field

·        At least 3 years of relevant experience in monitoring, evaluation, data management, and donor reporting in development programmes

·        Experience with log frames, indicator tracking, data collection tools, reporting systems, and data verification processes

·        Demonstrated experience in analysing quantitative and qualitative data and translating findings into useful programme insights

·        Strong oral and written communication skills in English

Merits

·        Experience supporting partner reporting systems and learning processes in donor-funded programmes

·        Knowledge of agricultural value chain programming, especially coffee, vanilla, cocoa, or related livelihoods

·        Experience facilitating reflection sessions, learning events, or data review meetings

·        Familiarity with data collection tools, dashboards, and performance tracking systems used in development programmes
