We Effect is a development organisation founded by the Swedish cooperative movement in 1958 to support the development of democratic organisations and societies. In our international development cooperation programmes, we are applying a human rights-based approach supporting people living in poverty to secure their rights.

 We Effect is now recruiting a Programme Officer – Organisation Development for the IMPACT Programme in Uganda. The position is part of the Programme function within the Eastern Africa region and will support partner organisations in strengthening governance, leadership, systems, policies, and institutional performance. This is a fixed-term position aligned to the programme duration, with start date to be agreed.

Main responsibilities

The Programme Officer – Organisation Development will work closely with partner organisations to strengthen their institutional capacity, governance systems, leadership practices, and internal accountability mechanisms. The role will support organisational assessments, development of capacity strengthening plans, follow-up on audits and reviews, and integration of organisation development priorities into programme implementation. The position also contributes to partner learning, quality assurance, risk management, and documentation of results and good practices across the IMPACT Programme.

About you

You are a structured and relationship-oriented development professional with experience supporting partner organisations to improve governance, leadership, systems, and institutional performance. You are comfortable facilitating organisational assessments, mentoring partners through change processes, and following up on agreed actions in a practical and collaborative way. You have strong communication and analytical skills, pay attention to detail, and are able to work with diverse stakeholders while promoting accountability, inclusion, safeguarding, and long-term sustainability.

Required qualifications

The ideal candidate should have:

·        Bachelor’s degree in Development Studies, Organisational Development, Business Administration, Public Administration, Social Sciences, or a related field

·        At least 3 years of relevant experience in partner capacity strengthening, institutional development, governance, or organisational support within development programmes

·        Demonstrated experience in facilitating organisational assessments, institutional change processes, governance strengthening, or partner accompaniment

·        Strong understanding of organisational development, governance, institutional strengthening, and partner accompaniment

·        Good facilitation, coaching, mentoring, relationship management, and analytical skills

·        Strong written and verbal communication skills in English, including report writing and presentation of institutional findings

Merits

The following will be considered an added advantage:

·        Experience working with cooperatives, producer organisations, or civil society institutions

·        Understanding of partnership-based programming, governance systems, and institutional sustainability in the Uganda context

·        Experience supporting cross-learning, peer exchange, or organisational improvement processes across multiple partners

·        Experience in gender considerations in development process
