1. Project Background

The Asian Infrastructure Investment Bank (AIIB) continues to strengthen its enterprise data capabili...ties to support evidence-based decision making, operational efficiency, and strategic planning across the institution. As part of this ongoing effort, the Information Technology Department (ITD), through the AI, Data and Platform Team, is enhancing its data analytics, reporting, and integration environment. This includes the development of reliable data pipelines, standardized datasets, and intuitive dashboards that serve multiple business units and stakeholders.The procurement of a Data Analysis Consultant is intended to provide additional capacity and specialized expertise to support business-driven data initiatives. The assignment is not related to any specific investment project but rather supports AIIB’s internal corporate systems and data platforms. The Consultant will work closely with business analysts, technical teams, and stakeholders at AIIB Headquarters (HQ) to translate business requirements into high-quality data products while ensuring compliance with institutional data governance standards. The consultancy will be time-based and is planned for a twelve-month period from 1 August 2026 to 31 July 2027.

2. Objectives of the Assignment

The primary objective of this assignment is to support AIIB in designing, developing, and maintainin...g data solutions that meet business needs and adhere to institutional data standards. The Consultant will help bridge the gap between business requirements and technical implementation by providing hands-on data analysis and delivery support.Specific objectives include:• Enhancing the quality, accessibility, and usability of enterprise data for reporting and analytics purposes.• Supporting the development and optimization of data pipelines, integrations, and analytical datasets.• Delivering accurate and timely dashboards and reports to support management and operational decision-making.• Strengthening data governance, quality assurance, and compliance with established standards.• Building sustainable data practices through collaboration, documentation, and knowledge sharing with AIIB staff.

3. Scope of Services

Under the supervision of the Lead of the AI, Data and Platform Team, ITD, the Consultant will perfor...m the following tasks:● Engage with business analysts, product owners, and other stakeholders to gather, clarify, and document analytical and reporting requirements.● Translate business requirements into technical specifications, data models, and analytical logic suitable for implementation.● Collaborate with data engineering, data governance, and enterprise architecture colleagues to contribute to the design and evolution of data solutions.● Support the development, testing, and optimization of data pipelines, including data extraction, transformation, and loading (ETL/ELT) processes.● Develop and maintain SQL queries, views, and datasets to support analytical and reporting needs.● Design, build, and enhance dashboards, reports, and data sets using approved business intelligence tools (including but not limited to Power BI and Data-Bricks).● Apply data quality checks and validation rules to ensure accuracy, consistency, and completeness of data outputs. Support data quality issues and support usage of data governance tools.● Ensure compliance with AIIB data standards, security policies, and governance frameworks.● Provide troubleshooting, defect resolution, and maintenance support for existing data products.● Contribute to continuous improvement initiatives by identifying opportunities to enhance performance, usability, and scalability of data solutions.● Maintain appropriate technical documentation related to data models, metadata, data logic, and processes.

4. Consultancy Output / Deliverables

5. Implementation Arrangement

The consultancy will be implemented as a time-based contract for the period from 1 August 2026 to 31... July 2027. The Consultant will be based at AIIB Headquarters or work under HQ arrangements, subject to AIIB policies.The Consultant will report directly to the Lead of the AI, Data and Platform Team within the Information Technology Department (ITD). Day-to-day work will be coordinated with designated team members, including business users, data engineers, data governance and architecture specialists, and business analysts. Priorities and work plans will be agreed upon at the start of the assignment and reviewed regularly. Performance will be monitored based on the quality, timeliness, and effectiveness of delivered outputs.

6. Support to the Consultant by the Bank

AIIB will provide the Consultant with the necessary institutional support to effectively carry out t...he assignment. This includes:● Access to relevant systems, data platforms, tools, and documentation, subject to security and confidentiality requirements.● Workspace and IT resources in accordance with HQ policies, where applicable.● Introductions to key stakeholders, business units, and technical teams.● Guidance on AIIB data governance frameworks, standards, and operating procedures.● Timely feedback on deliverables and support in resolving issues requiring institutional coordination or decision-making.

7. Knowledge Transfer and Training

An important aspect of the assignment is the transfer of knowledge and good practices to AIIB staff....
