POSITION OBJECTIVE:
To manage administrative and financial activities related to Administrative Services under the responsibility of DSA within Country Offices and the Country Directorate, ensuring the proper management of financial resources and assigned assets, and compliance with applicable regulations.

GENERAL REQUIREMENT: Must be based in Guatemala.

Bachelor’s degree or equivalent / Master’s degree or equivalent, or a Bachelor’s degree or equivalent with at least two additional years of experience beyond the position’s baseline requirement.

EXPERIENCE REQUIRED BY THE JOB:

  • Experience in budget management, administrative payments, reimbursable funds, and auctions.
  • Experience in procurement of goods and contracting of services, including drafting Terms of Reference, and supporting procurement processes for goods and services, evaluation, and negotiation.
  • Management and supervision of cleaning, maintenance, security, and other services provided by outsourcing companies, including contract administration.
  • Experience in control and supervision of assets (furniture, facilities, and vehicles).

GENERAL EXPERIENCE:

  • Minimum professional experience: 5 years.

FUNCTIONS:                  

  • Request, analyze, and evaluate proposals; carry out procurement of goods and contracting of services in accordance with the needs of the Country Office, aligned with the DSA and Country Office budget, and in compliance with current policies.
  • Systematically review, at least on a monthly basis, the budget execution of the Country Office; prepare the budget for the following fiscal year in accordance with DSA Headquarters guidelines (investments and maintenance) and projected needs of the Country Office, in line with Senior Management requirements.
  • Manage, in coordination with DSA Headquarters, outsourced services and contract administration based on expected service outcomes. Evaluate, negotiate, process, and execute contract renewals for cleaning, security (in coordination with USET), courier services, technology, and others, in accordance with current regulations.
  • Support the coordination of events, workshops, and videoconferences for bank staff and external stakeholders, as required by the Country Office and Directorate.
  • Ensure that all services required for the proper functioning of the Country Office are up to date and delivered with the contracted quality, including handling procedures with Ministries, Government Agencies, and service providers, among others.
  • Actively support the management and final disposal of fixed assets and extraordinary assets.
  • Serve as the local DSA representative in matters related to investments, in accordance with MI-BCIE, and coordinate the maintenance Annual Operating Plan (AOP) with the Projects and Facilities Maintenance Supervisor at Headquarters, aligned with the new prevention and technical coordination strategy.
  • Provide support to the Country Directorate and manage resources, time, and effort to ensure that any institutional requirement is executed efficiently and effectively.
