How can you make a difference?
The consultant’s work will be organized around the following key tasks and will be carried out through close collaboration with SEAMEO:
1.Support the preparation of a three-day regional workshop capacity building package The expert will, in collaboration with partners, prepare a comprehensive package for the regional workshop in Sept/October to include workshop agenda and programme, draft session plans for the UNICEF-led days and guidance for the remaining sessions and clear methodology for the workshop. All related training materials will be prepared by the expert to ensure the effective delivery of the workshop objectives. This will include collating input from all convening and contributing entities (UN, NGO, Youth, inter-governmental entities). In addition, this should be presented during the Quarter 3 Community of Practice meeting at the end of August which focuses on preparing country delegations for the workshop.
2. Facilitation of Three-Day regional workshop and Expert Assistance to Country Delegations The expert will, in collaboration with partners, facilitate an in-person regional workshop to serve as a platform for stock-taking all the progress made since the start of the programme, the implementation of the policy diagnostic tool and the Community of Practice within SEAMEO countries. During the workshop, the expert will train and accompany country delegations through practical exercises and guidance, to deep dive into the results of the implementation of the policy diagnostic tool, gaining a deeper understanding of the gender barriers hindering progress and develop detailed strategies to address these challenges. At the end of the workshop country delegations will be expected to have adequately informed SEAMEO’s regional roadmap and produce detailed Country Action Plans with dedicated strategies to address key barriers. This will require travel to Bangkok, Thailand.
3. Provide technical assistance to finalize SEAMEO’s Policy Brief and Regional Roadmap and high-level presentation Based on the output of the workshop and consultation with partners, and the SEAMEO policy mapping exercise, the expert will develop a Regional Roadmap for Policy Action to emphasize priorities for advancing efforts to address school violence, particularly SRGBV, and foster positive gender norms in and through education in Southeast Asia. The roadmap offers a way forward for the region at the policy level and should include: summary overview of the regional context around school violence, gender, and learning; synthesis of barriers and bottlenecks hindering progress, as identified during the workshop; a regional roadmap or framework of actionable priorities for SEAMEO/ASEAN over the next five years; and a brief analysis of potential capacity needs to facilitate successful implementation. The assistance will include post-activity debriefing, including assessment of workshop outputs e.g. National Action Plan, with concrete, actionable feedback to the Ministry delegations.

Minimum requirements:
- Education: Master's degree in Gender Equality, Education, SRGBV. Master’s or advanced degree in education, social sciences, gender studies, child protection and social services, international development, or a related field.
- Work Experience: Minimum 10 years of progressively responsible relevant experience in the field of education, gender-based violence, including gender norms, mental health, and other related fields and in working with governments in low- and middle-income countries. Specific experience in School Related Gender Based Violence will be a strong asset.
- Relevant international professional experience, such as policy review and development of regional frameworks and policy briefs, on issues related to child protection, gender-based violence and gender norms in education, in developing country contexts.
- Relevant experience in providing high level technical assistance to government and international partner organizations addressing issues related to gender in education, especially gender-based violence in and around schools.
- Communication skills in English.
- Experience working in the East Asia Pacific region.
- Proven experience of high-quality policy support and documentation.
- Experience working with UNICEF is an asset
